CHAPTER 4-8 Office of the Comptroller General activities in human resource management of financial administration, internal audit and program evaluation officers TABLE OF CONTENTS Purpose Definitions Accountability Objective Activities References Enquiries *************************************************************************** OFFICE OF THE COMPTROLLER GENERAL ACTIVITIES IN HUMAN RESOURCE MANAGEMENT OF FINANCIAL ADMINISTRATION, INTERNAL AUDIT AND PROGRAM EVALUATION OFFICERS Purpose The purpose of this chapter is to describe the human resource management activities which the Office of the Comptroller General (OCG) carries out in order to assist central agencies and departments in the professional development of the financial administration, internal audit and program evaluation communities of the federal government. Definitions financial administration community includes all those EXs, SMs, FIs and other officers whose prime responsibility is provision of internal management services in the field of financial management, control and analysis when the financial administration aspect of their duties is of primary importance (collectivité de l'administration financière); internal audit community includes all those EXs, SMs, ASs, and other officers whose prime responsibility is the systematic review and appraisal of departmental operations for the purpose of advising management as to the efficiency, economy and effectiveness of internal management policies, practices and controls (collectivité de la vérification interne); program evaluation community includes all those EXs, SMs and other officers whose prime responsibility is the systematic gathering of credible information to demonstrate the performance, results and cost-effectiveness of programs, for the purpose of senior management decision-making on program improvement and, where relevant, resource allocation (collectivité de l'évaluation des programmes). Accountability The Comptroller General reports to the President of the Treasury Board. The role of the OCG is to support cost effective and accountable management in departments and agencies of the federal government by ensuring the establishment and maintenance of sound financial management, audit and program evaluation. Assistance in the human resource management of the functional communities directly related to the OCG mandate (i.e., financial administration, internal audit and program evaluation), is an integral part of this role. Virtually all of the OCG's human resource management related activities are carried out in co-operation or in conjunction with Treasury Board Secretariat and/or the Public Service Commission; and in consultation with departments and agencies. Objective The objective of the OCG's activities in human resource management, is as follows: To support departments and agencies in effectively implementing and administering the policies, systems and standards that the OCG promulgates on behalf of the Treasury Board. This is accomplished by providing leadership in the establishment, development and maintenance of effective government-wide human resource management for the financial administration, internal audit and program evaluation communities. Activities Human resource management activities for the financial administration, internal audit, and program evaluation communities, concentrate on human resource planning, organization and classification, staffing, and training. These activities undertaken, in conjunction with the responsible central agencies, include the following: Human resource planning - Maintaining aggregate management information on the OCG's three functional communities and providing demographic analyses, assessments, and community profiles; - developing mechanisms to assist the communities in responding to identified problem areas; - representing the communities in matters related to human resource planning. Organization and classification - Upon request, providing advice concerning organization and classification questions affecting the three functional community organizations and positions; - assisting and advising the Treasury Board Secretariat in the development, maintenance and/or application of classification standards for community positions; - representing the communities in matters related to organization and classification. Staffing - Participating in the process for selection of the senior management of the financial administration, internal audit and program evaluation functions and, on request, participating in selection at other levels of departmental functional community staff; - assisting and advising the Public Service Commission in the development, application and maintenance of selection standards and other tools and techniques used to staff community positions; - developing and administering, with the Public Service Commission, programs to improve the quality of entry-level officer appointments to positions in the communities; - representing the communities in matters related to staffing. Training - Identifying the priority training needs for OCG functional communities; - providing advice on sources of training to meet community requirements; - advising and assisting in the development and implementation of training standards and programs for the communities; - designing, organizing and delivering, as appropriate, a variety of professional development events, policy and information exchange seminars and symposia; - representing the communities with respect to government training policies, procedures and activities, and with professional organizations.
