in Kandahar (RoCK)

Canada is working to significantly increase its governance and development efforts in Kandahar province. To accomplish this, we are scaling up our civilian presence on the ground.

All civilians serving in Kandahar perform their duties under the direction of the Representative of Canada in Kandahar (RoCK), who works under the leadership of the Canadian Ambassador in Kabul. As the Government of Canada’s senior civilian representative in Kandahar province, the RoCK is the senior Canadian interlocutor on matters related to governance and development with Afghan provincial government officials and institutions in Kandahar, as well as with international organizations, non-governmental organizations, and other relevant entities and actors.

The RoCK works closely with the Commander of the Canadian Forces’ Joint Task Force Afghanistan to support the coherent and effective implementation of Canada’s objectives in Afghanistan. This collaboration aims to ensure that the whole-of-government civilian and military team in Afghanistan has successfully synchronized governance, development, and security lines of operation.

Civilians working in Kandahar are employees of the Department of Foreign Affairs and International Trade, the Canadian International Development Agency, the Correctional Service of Canada, the Royal Canadian Mounted Police, and other Canadian police agencies. Together with military personnel, they are working in a variety of locations in Kandahar province, including at the Kandahar Airfield, specific Forward Operating Bases, and the Kandahar Provincial Reconstruction Team.

Tim Martin was appointed as the RoCK on August 9, 2010. He replaced Ben Rowswell, who was the third person to fill the role of RoCK.
