With the American Civil War raging just south of the border in the early 1860's, political leaders were desperate to create order. To get out of the deadlock of the parliament in the Province of Canada, a parliamentary committee suggested a confederation of British North America. This led to Reformers and Conservatives forming political union, to speed up the confederation. The Coalition remained intact as the government of the Province of Canada until Confederation.
