Land for this park was taken over by the city in 1981, and a wading pool and play structure were built the following year. On June 16, 1983, the park was officially opened. New play equipment was added in 1987.
This site was officially named on February 9, 1988, after Jack C. Beemer (1904 - 1995). A member of the Football Hall of Fame, Mr. Beemer played a large part in community recreation. In 1923 he ran a hard ball team that became one of only half a dozen city teams to win the Ontario championship. A few years earlier, as a student, he was on a team that won the city rifle shooting championship. In the early 1930's he was appointed to the Hamilton Playgrounds Commission. In 1942 he was appointed federal returning officer for Hamilton East and then served on the parks board from 1950 to 1953. He served on the cemetery board from 1961 until it was abolished when the regional government came in. He then returned to the parks board and finally took his place on the citizens advisory committee. As of 1983, he was the longest serving federal returning officer. He is also the only Hamiltonian to have had a park named in his honour while still alive.
In 1991, meetings were held to discuss the future development of the site because the park was not able to meet the demands of the users. Redevelopment of the park began in 1993 and 1994. The last site needed to complete the park was bought in 1994.
