Capitalizing on the momentum generated
by the successful Elder Abuse Awareness Advertising Campaigns in 2009 and 2010,
HRSDC has continued an advertising campaign to inform
near-seniors (55-64) and seniors (65+) of what constitutes elder abuse.
The national elder abuse awareness campaign, Elder Abuse – It’s Time to
Face the Reality, was launched in June 2009 using television, print and the
Internet. The campaign ran again in October 2010 with a new print
execution on financial abuse.
This next phase of the campaign
continues the message of awareness, as well as focusing on financial abuse of
seniors – one facet of elder abuse in the country. This year, the elder
abuse awareness ads were to comprise of two waves. The first wave
appeared on television in fall 2011 utilizing existing creative materials.
However, the new ad (which was scheduled to run in winter 2012 and focus
specifically on financial elder abuse) did not end up going to air and
therefore only one wave of testing occurred.
Although some aspects of elder
abuse, such as assault, theft, fraud, sexual abuse, etc., are punishable
crimes, there is no special category of the Criminal Code that focuses on the
abuse of older Canadians. Therefore, the goal of the campaign is to bring to
the attention of Canadians an awareness of elder abuse as an important social
issue that must be addressed, especially since older persons are becoming a
larger percentage of the population with each passing year.
This year’s campaign has three
primary objectives:
The planned media buy is greater
than $1,000,000 and, therefore, in accordance with the Communications Policy of
the Government of Canada, the campaign must be post-tested utilizing the
standard ACET questionnaire. This testing has been undertaken by Ipsos Reid, for which the methodology can be found below.
The methodology for this study
involved a national telephone survey with a sample of 1,000 Canadians. A
custom CATI telephone survey was conducted among Canadians aged 18 and older,
sampled using random digit dialling. The
average survey length was 10 minutes.
Interview quotas were set to be
representative of the population of Canada as a whole based on Census 2006
data. A target number of interviews were conducted in each region to reflect
its relative size within the country. The table below shows the number of
completed surveys by region with the associated margins of error.

In households with more than one
adult member, respondents were selected on the basis of next birthday within
specific quota groups based on age (this enabled a more representative sample
than if we had used the standard “next birthday” method, which led to less need
for weighting and better data quality overall).
A pre-test was conducted in both
official languages achieving 10 completed interviews in English and 10 in
French. The field dates for the survey were December 9 to December 20,
2011.
The survey data was weighted to
ensure that the sample's age, gender, and regional composition reflects that of
the actual adult Canadian population according to Statistics Canada census
data. The following tables compare the actual vs. weighted proportions
(based on Census 2006 data) for region, age, and gender overall.
