· The target population for this research consists of Canadian residents aged 18 years or older distributed across the following specific audiences:
o General population - Anglophone and Francophone Canadians;
o Indigenous peoples - Comprised of First Nations, Inuit and Métis; and
o Newcomers - Canadians who have arrived since 2012.
· Between 6 and 8 individuals will participate in each focus group.
· Focus groups will be conducted online and will be up to two hours in length (participants will be available for up to 2h but we are only preparing 1h45 of content, which will provide some flexibility).

INTRODUCTIONS: Let’s go around – please tell us your name and a little bit about yourself, such as where you live, who lives with you, what you do for a living/what you are studying, etc.
Thinking generally, what have you seen, read or heard about immigration lately?
I’d like to turn our attention to how many permanent residents Canada is planning on admitting over the coming years:
[MODERATOR TO SHARE ON SCREEN] The Government of Canada has recently announced plans to admit 465,000 permanent residents in 2023. This represents nearly 1.2% of Canada’s population.
These targets have been increasing in recent years not just in terms of the real numbers but also as a proportion of the population:
· In 2019, the target was 330,000 (0.9% of the population)
· In 2023, the target is 465,000 (1.18% of the population).
· In 2025, the target is 500,000 (1.24% of the population).
· How do you feel about these rates of immigration, and that they are increasing from 2019 to 2025?
o PROBE: Should it be increasing? Please explain.
o IF NEEDED: If around a third of the 2023 Permanent Resident target of 465,000 are people already living in Canada, would it change your view of the target?
o Is it increasing too quickly, too slowly, or the right amount? Please explain.
· Why do you think the Government of Canada has increased the rate of immigration?
· What do you think would need to happen for your community to accommodate more immigrants? What do you think we would need to consider and plan for?

· A number of Permanent Residents are selected based upon their specific skills/education/experiences, and to respond to the needs of the labour market. What types of skills, professions, education levels and working experiences do you believe these new permanent residents should have to best fill labour shortages? [IF ASKED: This includes Permanent Residents moving to Canada from overseas, and already in Canada as Temporary Residents]
§ [IF ASKED: Education like doctors or nurses, skilled trades like electricians or plumbers, or specialized job skills like meat and seafood processors, oil field workers or information technology workers]
§ PROBE: Should we bring in people who don’t have specialized skills or education to address labour shortages in industries like fast food or retail?
· The Government of Canada is running a pilot program that helps refugees overseas who have skills and qualifications find jobs in Canada and immigrate permanently to Canada as skilled workers. What do you think of this approach?
o [IF ASKED: the help being provided includes: waiving of application fees, expedited application timelines, and access to pre-arrival medical services for refugees (that are not available to other immigrants). Once they arrive in Canada, they are eligible for immigrant settlement services, but not for supports provided to refugees.]
o PROBE: Do you think this can help Canada address labour market needs? Do you think this is a good way to help refugees succeed in Canada?

The Government of Canada has created a Francophone Immigration Strategy, to help ensure the vitality of Francophone communities out of Quebec. It aims to:
Ø Increase Francophone immigration to reach a target of 4.4% of immigrants outside Quebec being French-speaking.
Ø Support the successful integration and retention of French-speaking newcomers.
Ø Strengthen the capacity of Francophone communities to receive immigrants.
· Do you have any concerns about increasing the number of French-speaking immigrants coming to Canada outside of Quebec? How about in your community?
o French-speaking immigrants outside Quebec may require additional support in terms of access to services in French and language training to improve their English skills. Do you think that these additional levels of supports are justified?
o How do you feel these supports could best be delivered in your community?
· One goal of the Francophone Immigration Strategy is to restore or maintain the demographic weight of Francophones outside of Quebec. How do you feel about this? [IF NEEDED: by demographic weight, we mean the share of Canada’s population outside of Quebec that is francophone—it has been decreasing, and this is meant to remedy this]
· Francophones outside of Quebec Group only: In recent years, an increasing number of the Francophone newcomers immigrating to Canada outside Quebec are visible minorities who come from Northern African countries such as Algeria, West African countries like Ivory Coast or Caribbean countries like Haiti. Do you feel that they are welcomed as warmly as people from predominately white countries such as France? Do you feel that people from these countries can face greater difficulties integrating into Canadian society?
· Were you able to easily access newcomer services following your arrival?
o What went well?
o What could have been improved?
o Did you receive all of the services you needed?
§ IF NOT: What services did you need?
o Were you aware of any mental health resources available to you?
§ IF YES: Did you know how to access them? Can you walk me through what was available to you and how you would have accessed this support?
§ How should we communicate about the newcomer services we offer to immigrants?
· Thinking about [Depending on Group: the GTA / Metro Vancouver / the city or town you live in], how did you come to decide on this location?
o PROBE: What factors did you consider when deciding where you would settle in Canada? (IF NEEDED: education or work opportunities, public transportation, cultural diversity, etc.)
o [VANCOUVER / GTA ONLY] PROBE: Did you consider settling outside of the major metropolitan areas (e.g. Vancouver, Toronto and Montreal)? Why or why not?
o What would you say are the biggest advantages and disadvantages about the city or town you live in?
§ How about your specific community within that city or town?
§ Is there anything that you know now about your city/town or your specific community that you wish you had known before you moved there?
I’d now like you to consider the role communities like yours play in welcoming new immigrants to Canada.
· Do you think that new immigrants make your community a better place to live? If so, in what ways? If not, why not?
· Do you consider your city or town a welcoming place? What about the specific neighbourhood or area you live in? Help me understand your answer a bit more.
o What does it mean to be welcoming? As a person? As a community?
o Can you think of examples of community-led efforts that would be most effective at making new immigrants feel welcome in your community?
§ PROBE: Do you feel that organized welcoming events are effective?
· Should the lead role in welcoming new immigrants to Canada be played by the Government of Canada or by individual Canadians/community groups?
I would like your thoughts on one final topic.
· As you have probably heard, many Ukrainians are coming to Canada because of the Russian invasion of Ukraine. What have you heard, seen or read recently about this?
· Over 100,000 Ukrainians and their family members have come to Canada since Russia’s comprehensive invasion of Ukraine in February 2022.
o What do you think about this - is this something you generally support or do you have particular concerns? Help me understand your views on this.
· In March of 2022, the Government of Canada created a program to provide Ukrainian nationals and their family members with extended visitor visas that allow them to work, study and stay in Canada until it is safe for them to return home. This means that Ukrainians are not being brought to Canada as refugees the way that most Afghans are and have not been granted permanent residency in Canada.
o [IF ASKED: Ukrainians arriving under this program have access to federally-funded Settlement Program services typically only available to permanent residents including: help with housing search, language training, information and services to help access the labour market and other settlement supports. They can also apply to receive transitional financial assistance to help them meet their basic needs in the form of a one-time payment.]
o Were you aware that Ukrainians were coming to Canada as extended visitors, rather than being granted permanent residency as refugees in Canada?
o How do you feel about this approach?
o What questions do you have about the approach to bringing Ukrainians to Canada? What information do you need to be able to properly assess this approach?
· Should the Government of Canada introduce a special program to allow Ukrainians who have come here as extended visitors to stay permanently? Why do you say that?
o IF ASKED: By “special” we mean something other than the usual pathways that Temporary Residents can use to apply for Permanent Residence in Canada.
o IF NEEDED: Is there a particular group this program should focus on? I.e. Ukrainian family members of existing Canadian citizens? Those who have already found jobs in Canada?
· The approach described above makes it quicker for Ukrainians to come to Canada than it is for others who live in an armed conflict area. Should the Government of Canada apply the same approach to people who live in other armed conflict areas?
We have discussed many aspects of immigration in Canada. Do you have any final thoughts or anything you would like to add that we haven’t discussed today?

Ø Favoriser l’intégration et la rétention de nouveaux arrivants francophones.

· Comme vous le savez sans doute, plusieurs Ukrainiens viennent au Canada en raison de l’invasion russe de l’Ukraine. Qu’avez-vous entendu, vu ou lu récemment à ce sujet?
· Plus de 100 000 Ukrainiens et des membres de leur famille sont venus au Canada depuis l’invasion russe de l’Ukraine en février 2022.
o Qu’en pensez-vous? Êtes-vous généralement en faveur ou si cette situation vous préoccupe? Expliquez-moi votre position.
· En mars 2022, le gouvernement du Canada a créé un programme pour fournir aux Ukrainiens et aux membres de leur famille un statut temporaire prolongé de visiteur et leur permet de travailler, d’étudier et de demeurer au Canada jusqu’à ce qu’ils puissent retourner dans leur pays en toute sécurité. Cela signifie que les Ukrainiens n’entrent pas au Canada en tant que réfugiés de la même manière que la plupart des Afghans et qu’ils ne se voient pas accorder le statut de résident permanent au Canada.

On behalf of the Government of Canada we’re organizing a series of discussion groups with people in your region to explore current issues of importance to the country. A variety of topics will be discussed and we are interested in hearing your opinions.
About eight people like you will be taking part, all of them randomly recruited to participate. For their time, participants will receive an honorarium of $125.

C. Online Focus Group Invitation
I would like to invite you to participate in an online focus group discussion with a senior research consultant from a Canadian public opinion research company, Quorus Consulting. The session in your region is scheduled take place on [DAY OF WEEK], [DATE], at [TIME]. It will last 2 hours. People who attend will receive $125 to thank them for their time. We will get this to you either by email transfer or by mailing you a check at the conclusion of the session.

As noted earlier, to conduct the session, we will be using a video conferencing application so that you can see material that the moderator will want to show the group. We will need to send you the instructions to connect by email. You can use a tablet if you so choose however you cannot use a smartphone to participate in this discussion since the screen size is too small.

Over the coming days we will be sending you an email with the web link to connect to the online session as well as the date and time of the session.

C. Invitation au groupe de discussion en ligne
J’aimerais vous convier à un groupe de discussion en ligne animée par un consultant en recherche du groupe-conseil Quorus, une firme canadienne de recherche sur l’opinion publique. Dans votre région, la séance de deux heures aura lieu le [JOUR] [DATE] à [HEURE]. Chaque participant recevra 125 $ en guise de remerciement. Nous vous ferons parvenir ce montant par virement électronique ou par la poste une fois la séance terminée.

Comme nous vous l’avons mentionné plus tôt, pour la séance, nous utiliserons une application de vidéoconférence afin que vous puissiez voir le matériel qui sera présenté au groupe par l’animateur. Nous vous enverrons par courriel les directives pour vous connecter. Pour la séance, vous pourrez utiliser une tablette, mais pas un téléphone intelligent puisque l’écran est trop petit.
SI LE RÉPONDANT LE DEMANDE : Durant la discussion, vous devrez utiliser une webcam. Assurez-vous que votre ordinateur est doté d’un microphone et d’une webcam qui fonctionnent correctement.
Dans les prochains jours, nous vous ferons parvenir par courriel le lien que vous devrez utiliser pour vous connecter et participer à la discussion en ligne, de même que la date et l’heure de la séance.
Nous vous recommandons de cliquer sur le lien que nous vous enverrons quelques jours avant la date prévue pour la séance afin de nous assurer que vous pourrez avoir accès à la plateforme en ligne qui aura été aménagée. Vous devrez répéter les étapes au moins 10 à 15 minutes avant la séance.
Puisque nous n’invitons qu’un nombre restreint de participants, votre présence est essentielle. Si vous n’êtes pas en mesure de participer, pour quelque raison que ce soit, veuillez nous contacter dans les plus brefs délais afin que nous puissions vous trouver un remplaçant – vous ne pouvez pas choisir ce remplaçant vous-même si vous êtes dans l’impossibilité de participer.
