Program description

Is the program original or innovative?

Is the design appropriate to the problem and to the goals of the program?
Is the description clear enough to permit others to establish a similar program?
Is there an evaluation of the program that includes descriptive statistics and appropriate outcome measures?
Discussion

Is the program compared with other programs addressing the same problem?

Are the strengths clearly described?
Are the limitations clearly described?
Are the conclusions and recommendations justified by the preliminary results of the evaluation?
