ONTARIO JUDICIAL APPOINTMENTS ANNOUNCED
OTTAWA, February 4, 2011 - The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable Glenn A. Hainey
, a lawyer with Gowling Lafleur Henderson LLP in Toronto, is appointed a Judge of the Ontario Superior Court of Justice (Toronto) to replace Madam Justice E. N. Macdonald, who elected to become a supernumerary judge as of December 15, 2010.
Mr. Justice Hainey received a Bachelor of Arts & Science (B.A.Sc.) in 1971 and a Bachelor of Laws (LL.B.) in 1974 from the University of Western Ontario. He was admitted to the Ontario Bar in 1976.
Mr. Justice Hainey was a lawyer with Smith Lyons Torrance Stevenson & Mayer (1981-2001), which merged with Gowling Lafleur Henderson LLP in 2001. He practised criminal law in association with Arthur Maloney, Q.C., from 1979 to 1981 and was Executive Assistant to the Ombudsman for the Province of Ontario from 1976 to 1979. His main area of practice was civil litigation.
Mr. Justice Hainey is a Bencher of the Law Society of Upper Canada and a member of several subcommittees, including Access to Justice, Professional Regulation, Paralegal Standing, Audit, Proceedings Authorization Committee and Vice-Chair of the Inter-Jurisdictional Mobility Committee. He is a past Director of The Advocates Society of Ontario, past Chair of the Enforcement Practices and Procedures Committee of the Canadian Bar Associations National Competition Law Section, and President of the University of Western Ontarios Faculty of Law Alumni Association. He is a frequent speaker and has published numerous articles. He is also active in several community organizations.
The Honourable Christopher Bondy
, of Wolf Hooker Professional Corporation in Windsor, is appointed a Judge of the Ontario Superior Court of Justice (Windsor) to replace Mr. Justice D.J. Power (Ottawa), who elected to become a supernumerary judge as of October 17, 2010 and whose position was transferred to Windsor.
Mr. Justice Bondy received a Bachelor of Arts (B.A.) in 1973 and a Bachelor of Laws (LL.B.) in 1976 from the University of Windsor. He was admitted to the Ontario Bar in 1978.
In 1980, Mr. Justice Bondy founded the Bondy Baker Wolf law firm, now known as Wolf Hooker Professional Corporation. He has been the Chairperson of the Canada Pension Plan, Old Age Security Review Tribunal since 2008 and was the Chairperson of the Consent & Capacity Board from 2001 to 2004. He was a lawyer with Bondy Kirwin from 1978 to 1980. His main area of practice was administrative law, including presiding on and appearing before administrative tribunals, alternative dispute resolution/mediation, corporate, commercial, tax, wills and estates, trusts, municipal law and provincial offence prosecutions.
Mr. Justice Bondy was a sessional instructor at the University of Windsor from 1999 to 2005 and was past instructor of the Bar Admission Course. He is the director and officer of several charitable and community-based organizations where he provides counsel pro bono. He has made numerous legal education presentations.
The Honourable Robert R. Reid, a lawyer with Lancaster, Brooks & Welch LLP in St. Catharines, is appointed a Judge of the Ontario Superior Court of Justice (Hamilton) to replace Mr. Justice J.W. Quinn, who elected to become a supernumerary judge as of December 19, 2010 and whose position was transferred to Hamilton.
Mr. Justice Reid received a Bachelor of Arts (B.A.) from the University of Toronto in 1973. He received a Bachelor of Laws (LL.B.) in 1976 and a Master of Laws (LL.M.) in 1979 from Osgoode Hall Law School. He was admitted to the Ontario Bar in 1978.
Mr. Justice Reid has been a partner with Lancaster, Brooks & Welch LLP (formerly Lancaster, Mix & Welch) since 1982. He was a partner with Freeman, Frayne, Morningstar & Reid from 1978 to 1982. His main areas of practice are labour relations and employment law.
Mr. Justice Reid was a member of the Lincoln County Law Association, the Ontario Bar Association and the County and District Law Presidents Association. He was a part-time federal prosecutor from 1989 to 1996. He is a columnist with the St. Catharines Standard and has written various employment-law related papers for business and public education events. He has been a board member of numerous community organizations, including the United Way and Rotary Club of St. Catharines.
The Honourable Victor Mitrow, a lawyer with McKenzie Lake Lawyers LLP in London, is appointed a Judge of the Ontario Superior Court of Justice, Family Division (London) to replace Mr. Justice R.J. Harper, who was appointed Senior Judge of the Family Division on September 30, 2010.
Mr. Justice Mitrow received a Bachelor of Mathematics (B. Math) from the University of Waterloo in 1974 and a Bachelor of Laws (LL.B.) in 1977 from the University of Western Ontario. He was admitted to the Ontario Bar in 1979.
Mr. Justice Mitrow has been a partner at McKenzie Lake Lawyers LLP (created from a merger of Ross, Bennett & Lake with McKenzie, Nash, Bryant) since 1998. He was a partner at Ross, Bennett & Lake (merged with Mitchell & Mitrow) from 1985 to 1998 and a partner with Mitchell & Mitrow from 1979 to 1985. His main area of practice was family law.
Mr. Justice Mitrow has represented the Sarnia-Lambton Childrens Aid Society as outside counsel since 2001. He was appointed by the Office of the Childrens Lawyer to the panel of Lawyers at London (1987-2001) and was also a member of the executive of the Middlesex Family Lawyers Association (1992-1998). He is a frequent speaker and presenter at numerous seminars and conferences, and was an instructor at Fanshawe College. He has been an active member of the Canadian Diabetes Association and a past member of the Rotary Club of London.
The Honourable Madam Justice Carole J. Brown, a lawyer with Borden Ladner Gervais LLP in Ottawa, is appointed a Judge of the Ontario Superior Court of Justice (Toronto) to replace Madam Justice D. Bellamy, who resigned effective August 16, 2010.
Madam Justice Brown received a Bachelor of Arts (B.A.) from Middlebury College in 1972 and a Master of Arts (M.A.) from the Université de Paris V (Sorbonne) in 1974. She received a D.E.S.E.E. (Diplôme détudes supérieures pour étudiants étrangers) from the Université de Caen, France in 1973. She received a Bachelor of Laws (LL.B.) from the University of Toronto in 1982 and was admitted to the Ontario Bar in 1984.
Madam Justice Brown has been an associate and partner at Borden Ladner Gervais LLP since 1985. She was a law clerk to the Chief Justice of Ontario from 1984 to 1985. Her main areas of practice were professional negligence, insurance defence work, personal injury and Supreme Court agency work.
Madam Justice Brown is the past President of the Ontario Bar Association and board member of the Canadian Bar Association. She was a member of the Supreme Court of Canada/Canadian Bar Association Liaison Committee from 2007 to 2009. She has been an instructor of an intensive mediation course with the Faculty of Law at the University of Ottawa since 2000, and an instructor of Civil Litigation at the Bar Admission Course of the Law Society of Upper Canada. She is on the Board of Directors at the University of Ottawa Heart Institute Foundation.
The Honourable Brian W. Abrams, a partner at Templeman Menninga LLP in Kingston, is appointed a Judge of the Superior Court of Justice of Ontario, Family Division (Kingston) to replace Mr. Justice G.A. Campbell, who elected to become a supernumerary judge as of August 1, 2010.
Mr. Justice Abrams attended the RCMP Academy in Regina in 1981. He then attended the Faculty of Arts and Sciences (1988-1993) and received a Bachelor of Laws (LL.B.) in 1996 from Queens University. He was admitted to the Ontario Bar in 1998.
Mr. Justice Abrams has practised with Templeman Menninga LLP since 1998. He has been a Standing Agent (Ad Hoc Drug Prosecutor) for the Department of Justice Canada since 1999. Prior to his call to the Ontario Bar, he was an RCMP officer posted in Canada and abroad (1981-1998). His main area of practice was general litigation with an emphasis on family law, criminal law and insurance law.
Mr. Justice Abrams was an Adjunct Professor in the Police Foundations Program at St. Lawrence College (2000-2002). He has been a volunteer with the Ontario Lawyers Assistance Program Peer Counselling since 2000 and a Board Member of Kingston Youth Unlimited since 2008. He is also an author and co-author of research papers, as well as a lecturer and panellist at numerous conferences.

QUEBEC JUDICIAL APPOINTMENTS ANNOUNCED
OTTAWA, February 4, 2011 - The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable Richard R. Wagner
, a judge of the Superior Court of Quebec, District of Montréal, is appointed a Judge of the Court of Appeal of Quebec to replace Madam Justice L. Côté, who resigned as of December 31, 2010.
Mr. Justice Wagner received a Bachelor of Laws (LL.B.) from the University of Ottawa in 1979. He was admitted to the Quebec Bar in 1980.
Mr. Justice Wagner was appointed to the Superior Court of Quebec in 2004. Prior to his appointment he was a partner with Lavery de Billy. He was accredited as a mediator by the Quebec Bar and the Superior Court of Quebec. His main areas of practice were civil litigation and commercial law.
Mr. Justice Wagner had been Bâtonnier of Montréal, Governor of the Fondation du Barreau du Quebec, Fellow of the Canadian College of Construction Law Lawyers and Vice-President of the Centre daccès à linformation juridique. He has also been an instructor for the Quebec Bar Admission courses.
The Honourable Louis J. Gouin, a lawyer with Ogilvy Renault in Montréal, is appointed a Judge of the Superior Court of Quebec in Montréal to replace Mr. Justice R. Wagner, who was appointed to the Court of Appeal of Quebec.
Mr. Justice Gouin received a Bachelor of Arts (B.A.) from Collège Jean de Brébeuf in 1970 and a Bachelor of Civil Laws (LL.L.) from the University of Ottawa in 1973. He was admitted to the Quebec Bar in 1975.
Mr. Justice Gouin has been an associate and partner with Ogilvy Renault since 1975. His main areas of practice were corporate reorganizations, bankruptcy and insolvency, banking law and litigation.
Mr. Justice Gouin was a board member for the Young Lawyers of Montreal, the Montreal Bar, the Quebec Bar and the Canadian Bar Association. He is past Chair of the Bankruptcy and Insolvency Institute of Canada and past President of the Liaison Committee of the Superior Court of Quebec from 2004 to 2007. He is a co-author of the Quebec section of the Canadian Bankruptcy Reports. He is a President of the Economic Development Committee of the Chamber of Commerce of Montreal, as well as of the Executive Committee for the professionals United Way Campaign of Greater Montreal.
The Honourable Mark Schrager
, a lawyer with Davies Ward Phillips & Vineberg LLP in Montréal, is appointed a Judge of the Superior Court of Quebec in Montréal to replace Madam Justice L. Lemelin, who elected to become a supernumerary judge as of October 20, 2010.
Mr. Justice Schrager received a Diploma of Collegial Studies from McGill University in 1973. He received a Bachelor of Civil Laws (LL.L.) from the Université de Montréal in 1976 and a post-graduate degree (B.C.L.) from Wadham College, Oxford University. He was admitted to the Quebec Bar in 1977.
Mr. Justice Schrager has been a partner with Davies Ward Phillips & Vineberg LLP since 2004. He was an associate and partner with Goldstein, Flanz & Fishman in Montréal from 1980 to 2004. His main areas of practice were insolvency and financial re-structuring, commercial litigation and asset-based lending.
Mr. Justice Schrager was a member of the Canadian Bar Association, Turnaround Management Association, World Law Group, Corporate Restructuring and Bankruptcy Practice Group, the Insol International and the Insolvency Institute of Canada. He has been a Director of the Lord Reading Society since 2002 and past President from 2007 to 2008. He was a director at St. Georges School of Montréal from 1995 to 1998. He is an author of several published papers and has professional recognition in numerous directories, including The Best Lawyers in Canada and LExpert.
The Honourable Michael Stober, a sole practitioner in Montréal, is appointed a Judge of the Superior Court of Quebec in Montréal to replace Mr. Justice J. Verrier, who elected to become a supernumerary judge as of November 28, 2010.
Mr. Justice Stober received a Bachelor of Arts (B.A.) from McGill University in 1975, a Bachelor of Civil Law (LL.L.) in 1976 from the University of Ottawa and a Bachelor of Laws (LL.B.) in 1978 from Dalhousie University. He also received a Master of Laws (LL.M) from the University of Ottawa in 1984. He was admitted to the Quebec Bar in 1978, the Law Society of Alberta in 1979 and the Barristers Society of Nova Scotia in 1982.
Mr. Justice Stober has been in private practice since 2001. He was an associate with Yarosky, Daviault, La Haye, Stober & Isaacs from 1987 to 2001. He was an attorney for the Sureté du Québec from 1997 to 1998. He was also Crown prosecutor and agent of the Attorney General from 1979 to 1986 and a lawyer with Gasco & Associés from 1978 to 1979. His main areas of practice were criminal, penal law and disciplinary law.
Mr. Justice Stober has been a Governor of the Fondation du Barreau du Québec since 2002. He was a member of the Quebec Judicial Compensation and Benefits Commission from 1997 to 2003, the Canadian Bar Association from 1997 to 2000, the Tribunal of Quebec Bar Disciplinary Committee from 1996 to 1998, and the Montreal Bar committee on Infractions from 2000 to 2003. He has been a Director of the Lord Reading Society since 1990, a member of the Criminal Defence Lawyers of Montreal Association since 1987 and of the Association of Trial Lawyers of America from 1979 to 1984. He is an author of publications in legal journals and of a textbook dealing with criminal law. He has lectured at various universities and conferences for the Canadian Bar Association, the International Bar Association and the Canadian Institute for Advanced Legal Studies.

PM announces Manitoba judicial appointments

Prime Minister Stephen Harper today announced the following appointments:
The Honourable Glenn D. Joyal, Associate Chief Justice of the Court of Queens Bench of Manitoba, as Chief Justice of the Court of Queen's Bench of Manitoba. He replaces the Honourable Justice Marc M. Monnin who was appointed to the Court of Appeal of Manitoba.
Mr. Justice Joyal received a bachelor of laws in 1986 from McGill University, a master of arts from the University of Manitoba in 1992, and attended Oxford University from 1994 to 1996. He was called to the Bar of Manitoba in 1987.
Mr. Justice Joyal was appointed Associate Chief Justice of the Court of Queen's Bench in January 2009 and a Judge of Her Majesty's Court of Queen's Bench for Manitoba in 2007. He was appointed a judge of the Provincial Court of Manitoba in 1998. Prior to his appointment, he was a Crown attorney at Manitoba Justice, a federal Crown counsel at Justice Canada and an associate with Wolch, Pinx, Tapper, Scurfield in Winnipeg. His main areas of practice were criminal law, constitutional law and civil litigation.
Mr. Justice Joyal is a member of the Canadian Judicial Council and various subcommittees. He has been Chair of the Board of Directors of St. Mary's Academy and is a member of l'Association des juristes d'expression française du Manitoba.
The Honourable William J. Burnett
, a judge of the Court of Queen's Bench of Manitoba, as Associate Chief Justice of Court of Queen's Bench of Manitoba, to replace Mr. Justice D. Joyal who was appointed Chief Justice of the Court of Queen's Bench.
Mr. Justice Burnett attended the Faculty of Administrative from 1972 to 1974 and received a bachelor of laws in 1977 from the University of Manitoba. He was admitted to the Bar of Manitoba in 1978.
Mr. Justice Burnett was appointed a judge of the Court of Queen's Bench of Manitoba in September 2009. Prior to his appointment, he was a partner with Thompson Dorfman Sweatman LLP in Winnipeg. His main area of practice was civil litigation.
Mr. Justice Burnett was a member of the Law Society of Manitoba, the Manitoba Bar Association and the Canadian Bar Association. He was actively involved in numerous community organizations including Agape Table, Western Canada Aviation Museum, Winnipeg RH Institute Foundation, Associates of Asper School of Business, Oak Hammock March Centre Inc., Jazz Capital Campaign, G.N. Andison Foundation, Balmoral Hall School and the United Way of Winnipeg.

MANITOBA JUDICIAL APPOINTMENTS ANNOUNCED
OTTAWA, February 4, 2011 - The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable Marc M. Monnin
, Chief Justice of Her Majesty's Court of Queen's Bench for Manitoba, is appointed a Judge of Appeal of the Court of Appeal for Manitoba. He will replace Mr. Justice A.D. MacInnes, who elected to become a supernumerary judge effective December 31, 2010.
Mr. Justice Monnin received a Bachelor of Laws (LL.B.) in 1977 from the University of Manitoba and was admitted to the Bar of Manitoba in 1978.
Mr. Justice Monnin was appointed Chief Justice of the Court of Queen's Bench of Manitoba in 2003 and a judge of the Court of Queen's Bench in 1997. Prior to these appointments, he was a partner with Aikins, MacAulay & Thorvaldson. His main areas of practice were civil litigation and administrative law.
Mr. Justice Monnin was a member of the Canadian Judicial Council and chair of several of its subcommittees, including Self-Represented Litigants, the Administration of Justice Committee, the Judicial Independence Committee and the Judicial Conduct Committee. He served on the Board of Governors of Collège de Saint-Boniface and the Institut Joseph Dubuc. He was also a member of the Board of the Association des juristes d'expression française du Manitoba and the St. Boniface General Hospital Foundation.
The Honourable Diana M. Cameron is appointed a Judge of Her Majesty's Court of Queen's Bench of Manitoba, to replace Mr. Justice W.J. Burnett, who was appointed Associate Chief Justice of the Court of Queen's Bench.
Madam Justice Cameron received a Bachelor of Arts (B.A.) in 1985 and a Bachelor of Laws (LL.B.) from the University of Manitoba in 1988. She was admitted to the Bar of Manitoba in 1989.
Madam Justice Cameron had been Crown counsel with the Constitutional Law Branch of Manitoba Justice since 2004 and senior Crown attorney, Criminal Prosecutions from 1989 to 2004. Her main areas of practice were constitutional law, Aboriginal law, taxation law and criminal law.
Madam Justice Cameron was a member of the Law Society of Manitoba, the Legislative and Law Review Committee of the Manitoba Bar Association and co-chair of the Criminal Law Section. As well, she was co-editor and contributor to the Canadian Bar Association (Criminal Law Section) electronic newsletter Voir Dire and co-chair for the Constitutional Law and Human Rights Section. She is actively involved in the Manitoba Métis Foundation and Aboriginal Council of Winnipeg.
The Honourable Shane I. Perlmutter is appointed a Judge of Her Majesty's Court of Queen's Bench of Manitoba, to replace Mr. Justice M. Kaufman, who elected to become a supernumerary judge effective November 15, 2010.
Mr. Justice Perlmutter received a Bachelor of Arts (B.A.) in 1992 from Saint-Boniface College and a Bachelor of Laws (LL.B.) in 1995 from the University of Manitoba. He was admitted to the Bar of Manitoba in 1996.
Mr. Justice Perlmutter has been an associate with Thompson Dorman Sweatman LLP since 1996 and a partner since 2000. He was previously an associate with Fillmore Riley LLP from 1995 to 1996. His main areas of practice were civil litigation and administrative law.
Mr. Justice Perlmutter was Vice-Chair and then Chair of the Civil Litigation Subsection and the Administrative Law Subsection of the Manitoba Bar Association, and a member of the Continuing Legal Education Civil Litigation Subcommittee. He was an instructor at the Faculty of Law of the University of Manitoba and a guest speaker and presenter at numerous seminars. He was a member of the Court of Queens Bench committee to consider amendments to the current rules. He is also an active member of numerous community organizations.

PM announces Nova Scotia judicial appointment

Prime Minister Stephen Harper today announced the following appointment:
The Honourable Lawrence I. O'Neil
, a judge of the Supreme Court of Nova Scotia, as Associate Chief Justice of the Supreme Court of Nova Scotia, Family Division. He replaces the Honourable Justice R.F. Ferguson, who elected to become a supernumerary judge as of January 1, 2011.
Mr. Justice O'Neil received a bachelor of arts degree from St. Francis Xavier University in 1976, a bachelor of laws from Dalhousie University in 1979, and completed one year of graduate studies in energy law at the University of Alberta from 1982 to 1983. He was admitted to the Bar of Nova Scotia in 1979 and the Bar of Ontario in 1992.
Mr. Justice O'Neil was appointed to the Supreme Court of Nova Scotia in 2007 and assigned to the Family Division. Prior to his appointment he had been a lawyer with Nova Scotia Legal Aid in Antigonish since 1999. He was appointed Queen's Counsel in May 2005. He had been an associate with Pickup & MacDowell from 1997 to 1999; a self-employed consultant and publisher on the work of Parliament from 1993 to 1996; he was Senior Advisor to the Prime Minister of Canada from 1990 to 1993; sole practitioner from 1989 to 1990, member of Parliament from 1984 to 1988, and Executive Assistant to the Premier of Nova Scotia from 1980 to 1982. His main areas of practice were criminal and family law, and litigation.
Mr. Justice O'Neil was an adjudicator for the Small Claims Court of Nova Scotia from 1998 to 2007. He was an instructor at St. Francis Xavier University from 2001 to 2004 and a legal advisor for the Nova Scotia Electoral Boundaries Commission in 2003. He was President of the Strait Area Bar Society in 1998 and a member of the Board of Directors of the Strait of Canso Superport Corporation from 2003 to 2007. He was an author of various publications focusing on the work of Parliament.

NOVA SCOTIA JUDICIAL APPOINTMENT ANNOUNCED
OTTAWA, February 4, 2011 - The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointment:
The Honourable Carole A. Beaton
, a Provincial Court Judge in Amherst, is appointed a Judge of the Supreme Court of Nova Scotia, Family Division to replace Mr. Justice L.I. ONeil, who was appointed Associate Chief Justice of the Supreme Court of Nova Scotia, Family Division.
Madam Justice Beaton received a Bachelor of Arts (B.A.) in Political Science from St. Francis Xavier University in 1984 and a Bachelor of Laws (LL.B.) from the University of New Brunswick in 1987. She was admitted to the Barristers Society of Nova Scotia in 1988.
Madam Justice Beaton was appointed to the Provincial Court in 2002 and to the Family Court in 2003. Prior to her appointment, she was a founding partner of Beaton Blaikie from 1994 to 2002. She was a sole practitioner from 1992 to 1994 and an associate with Creighton & Shatford in Amherst from 1988 to 1992. In 1991, she was appointed a per diem Crown attorney with the Nova Scotia Public Prosecution Service. Her main areas of practice were criminal and family law and civil litigation.
Madam Justice Beaton is a member of the Canadian Bar Association, Cumberland Barristers Association, Nova Scotia Barristers' Society, International Association of Women Judges and the Canadian Association of Provincial Court Judges. She was a board member of the Legal Information Society of Nova Scotia from 2003 to 2005 and has been a presenter to various community groups, organizations and students.
