Technical, Engineering and Maintenance Services Supply Arrangement (TEMS SA)

Overview

The Technical, Engineering and Maintenance Services Supply Arrangement is a government-wide procurement vehicle for the delivery of various technical professional services required on an "as and when requested" basis to any department, board, or agency of the Government of Canada (GoC) or Crown Corporation or any other entity to whom the Department of Public Works and Government Services is authorized to provide services under the terms of the Department of Public Works and Government Services Act (the "Client Department").

The TEMS SA shall support GoC Client Departments in procuring these services by creating a structured framework and pre-qualified supplier base in order to save money by maximizing efficiencies, taking advantage of economies of scale and leveraging existing expertise.

This Supply Arrangement is mandatory for the Department of National Defence (DND) in procuring the service under the Goods and Services Identification Number (GSIN) for Technical, Engineering and Maintenance Services (R008A). These services falls under the mandatory commodity "R" - Professional, Administrative, and Management Services.

This Supply Arrangement is optional for the Department of National Defence (DND) in procuring the services under the Goods and Services Identification Number (GSIN) for Engineering and Technical Services - Weapon Systems related (C219BA).

This TEMS SA includes five (5) streams for the following services:

Note: Individual requirements may not contain more than 50% of the services from Stream 1 with respect to both the number of resources and limitation of expenditure.

A perpetual notice will be posted on the Government Electronic Tendering Service (GETS) for the duration of the TEMS SA period describing this procurement vehicle, which will invite additional suppliers to submit proposals to potentially become pre-qualified suppliers. The notice will also allow existing suppliers to submit proposals for any stream for which they are not already pre-qualified.
