Pay Modernization Project

Since the contract award, the Public Works and Government Services Canada (PWGSC) project team and IBM have been working together to determine if the Government of Canada (GC) pay requirements (based on Legislation, Policy and Collective Agreements) are a ‘fit’ to the proposed commercial off-the-shelf (COTS) pay system (based on industry standards). This exercise is known as ‘Fit-to-Standard’. Starting in September 2011, the stakeholder community will participate in workshops to determine if and what modifications need to be made to business processes based on the proposed pay system. The main focus of these workshops will be on maximizing automation, reducing workload and improving self-service levels.

Consolidation of Pay Services Project

Compensation employees are critical to the success of the Transformation of Pay Administration (TPA) initiative. At the end of June, all departments and agencies were provided with a "Workforce Transition Toolkit" containing details on the transition strategy and a set of tools (including both questionnaires and templates) to help compensation employees develop a plan for their future careers. It was recommended that all departments and agencies use these tools, specifically the employee and manager questionnaires, to develop individual transition plans for each compensation employee. Over the summer months, Heads of Human Resources (HR) and managers will be engaging in departmental planning activities and will be collecting information from compensation employees to assist in this planning exercise.

PWGSC will be collecting information from this exercise in late August and will create and maintain an ongoing database of compensation employees that would like to remain in the discipline and would be interested in placement opportunities in departments and agencies where pay services are still to be transferred to the new Centre. PWGSC will also be putting in place an Employee Placement Committee. The committee will oversee and direct processes and tools to ensure that there is a common government wide approach to the management of compensation employees throughout the transition to the pay Centre of Expertise (CoE). Departments and agencies have been asked to engage with PWGSC and its Employee Placement Committee prior to starting any recruitment processes as there may be experienced employees that meet their requirements available for placement. The PWGSC Employee Placement Committee will have its first meeting on August 29. Membership, Terms of Reference, and departmental transition plans will be reviewed at this meeting.

Recruitment Update

Recruitment for the new pay CoE is still underway. Processes were launched January/February 2011 for deployments, transfers from separate employers, as well as internal and external advertised processes. Initial screening is in progress and all candidates will be informed of their status by the end of September. Reference checks and further assessments, such as testing, second-language evaluations and security clearances, are planned for November/December 2011 in order to establish qualified pools by end of January and early February 2012.
