Work Continues with the Transformation of Pay Administration (TPA) Initiative

Since awarding a contract to the system integrator (IBM Canada Ltd) last June, the Pay Modernization Project team has developed a high-level business architecture and will be working on deliverables such as the conceptual human resources (HR) model, the service delivery model, and a business transformation strategy. The systems group is working on interface requirements, application architecture and data models. Workshops to validate business process models are planned to begin in November 2011.

Recruiting Update

In January and February, hiring processes were launched to staff positions for the new pay Centre of Expertise (COE) in Miramichi, New Brunswick. These included deployments, internal advertised and external recruitment opportunities, for positions ranging from AS-01 to the AS-07. A series of calls for interest were also launched to include employees in separate agencies. Applicants who applied for a deployment opportunity will be informed in early October as to whether their application has been retained for further consideration. Reference checks, second language evaluation and security checks will follow. It is anticipated that a pool of qualified candidates will be established by early December.

Work is underway to plan the next assessment phases for the internal advertised processes, as well as the external AS-01 Compensation Advisor Trainee position.

Employment and Business Continuity Committee

During the inaugural meeting of the Employee Placement Committee on August 29, 2011, it was decided to change its name to the Employment and Business Continuity Committee (EBCC). This will be done to reflect the two priorities of the EBCC To ensure the sustainability of pay services and maximize placement opportunities during the transition period for consolidation of pay services to the pay COE.

During the October 4th meeting, the terms of reference, as well as committee procedures were finalized and will be shared with all Heads of HR at an upcoming Human Resources Council meeting. All departments will be asked to communicate with the EBCC prior to engaging in any hiring activities so that the committee can review mobility trends and impacts of the project on placement and retention of staff.
