Pay Modernization Project

A fit-gap analysis which will compare the pay business requirements (dictated by legislation, regulations, collective agreements and other policies) with the functionalities offered by the PeopleSoft payroll system is underway. This fit-gap analysis will be done through several workshops over the next few months which will include the participation of Public Works and Government Services Canada (PWGSC) and departmental subject matter experts.

Transferring Pay Services & Planning the Transition...

The Consolidation of Pay Services Project (CPSP) continues to work collaboratively with departments and agencies to plan the transfer of pay services to the new pay Centre of Expertise (COE). Early this year, the project team held various consultation sessions with the 56 departments and agencies that are participating in the project to discuss the timing of the transfer of their pay services. Work is underway to finalize the Treasury Board (TB) submission to seek project implementation approval. Wave placements cannot be confirmed until approval has been received. Once approval has been received, the project team will be communicating directly with departmental Heads of Human Resources (HR) to confirm the timing of the transfer of their pay services.

A transition strategy has been developed to ensure that pay services are not disrupted as consolidation activities are underway. The transfer of work will be done in a gradual, measured and deliberate manner, capitalizing on attrition, retirements and maximizing employment opportunities for the compensation community within and across People Soft and Non-PeopleSoft departments.

The project team is currently working on tools to assist departments to identify and plan the transfer of pay services. Information received through the transition toolkits continues to be compiled and will be used in compensation employee placement activities.

The location of the new Pay Centre of Expertise...

As previously reported, PWGSC awarded a four-year contract to Dalfen's Limited for leased space in the Miramichi Mall to house the first group of approximately 146 employees for the new pay COE. Work is underway to ensure this new space is ready by March 2012.

Recruiting Update

Staffing processes are currently underway for Wave 1 of the CPSP.

Applicants who applied for deployment opportunities were informed in early October as to whether their application had been retained for further consideration. Reference checks for these candidates are currently underway and it is anticipated that a pool of qualified candidates will be established by early December.

In late October, a written exam was administered in multiple locations across Canada to screened-in applicants for the external selection process for the AS-01 Compensation Advisor Trainee positions. Further testing, interviews and reference checks will occur from November to February 2012. It is anticipated that a pool of qualified candidates will be established and appointments made by March 2012.

Future recruitment campaigns are planned to fill positions at the pay COE. Another series of deployment and promotional opportunities are planned to be advertised in August 2012. Consultation Continues with the Public Service Alliance of Canada (PSAC)

On October 19, the Transformation of Pay Administration Union Management Consultation Committee (TPA-UMCC) met. Subjects discussed included an update on recruitment, the pay COE service delivery model, as well as the work being done in the Employment and Business Continuity Steering Committee (EBCSC). The next TPA-UMCC meeting is planned for early December 2011.
