Update on Pay Modernization

The New Year brought with it excitement and momentum for the Pay Modernization Project. The Project recently received Treasury Board approval in November 2012 to move forward with implementing the new Government of Canada (GC) Pay Solution and replace PWGSC's existing 40-year old pay system and business processes with a commercially available system which will allow the GC to adopt industry-leading pay management practices.

The Pay Modernization Project is a large, complex transformational project which will impact all departments and agencies across the GC. The project team is committed to consulting with departments and other key stakeholders to ensure they are aware of project milestones andshare in a culture of ownership and accountability.

IBM Canada Ltd. and the project team are currently working on designing, building, testing and deployingthe new pay system to meet shared business requirements, which will involve internal project work as well as the participation of departments and agencies. Over the coming weeks, the project team will be contacting stakeholders to let them know what their level of involvement will be and when it will be required.

New location announced for Pay Centre

On January 16, 2013 a new location was announced for the future site of the Public Service Pay Centre. Tilly O’Neill-Gordon, Member of Parliament for Miramichi, on behalf of the Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women, announced that the future site of the Public Service Pay Centre would be located at 24 Church Street in Miramichi.

The site was selected through an open process and was purchased from the Miramichi Agricultural Exhibition Association on Dec. 13, 2012. At the same time, an invitation to submit a response to a Request for Qualification for the construction of the new office facility to be erected on the property was announced. It is anticipated that a contract for the construction of the building to accommodate all of the future 550 Pay Centre employees will be awarded in 2014, for a completion date of 2017. Until then, Pay Centre activities will continue at the two interim locations: the Miramichi Business Complex, where 146 people are currently employed as part of the first Wave of transfer of accounts, and; the former UPM Kymmene Paper Mill complex in Miramichi, which will receive approximately 197 employees for the second Wave of transfer of accounts beginning in September 2013.

Update on Wave 2 Recruitment

Wave 2 hiring of an additional 197 employees began on September 28, 2012 and approximately 2,380 people applied for the external AS-01 and CR-04 positions. Successful applicants remaining in the AS-01 process who applied through GC Post Secondary Recruitment campaign will undergo written assessments and be notified of results by the end of January 2013. Additional assessments for all successful candidates, including interviews and reference checks, will be conducted from January 2013 to April 2013. Appointments are anticipated for April 2013 with a start date of September 2013.

A total of 447 applications were received for the internal staffing processes from federal public servants. Candidates were notified on whether they were screened in or out on November 2, 2012. Currently, assessments are continuing and appointments are anticipated for late January 2013, with a start date of September 2013.
