Update on Pay Modernization

The Pay Modernization Project (PayMod) team is now over a month into the design phase of the new Government of Canada (GoC) Pay Solution (PeopleSoft). With the support of the Systems Integrator, IBM Canada, the project has adopted a proven methodology for integrating a PeopleSoft payroll system, leveraging IBM's experience and successful track record with similar large-scale, complex Information Technology (IT)/business transformation projects. Leveraging the skills and experience of a Systems Integrator follows the approach adopted by the Pension Modernization Project which started several years before our project and marked its successful conclusion this month with its final release, 3.0.

Business Process Workshops

Workshops are currently underway with IBM and subject matter experts to define the business processes to configure the new pay solution. Following the configuration workshops, the next step is a series of working group sessions, known as "Conference Room Pilots", which are scheduled to get underway this spring. These workshops are a key part of the process leading to the build phase as they will validate the Business Process and Application design of the new GoC Pay Solution. The Project will be seeking representatives from departments and agencies with experience in pay and Human Resources (HR), to provide insight, context and validation to participate in these sessions.

Departmental representatives with experience in pay and HR will be sought to participate in the workshops, as well as supporting organizations, to provide insight, context and validation of business requirements and processes. Departments and agencies will be contacted soon for their participation.

Public Service Pay Centre Commitment to High Service Standards

Beginning in January, 2013, the Public Service Pay Centre (Pay Centre) is providing service standards reporting. As part of the Pay Centre's commitment to client departments, the Pay Centre is monitoring and reporting performance data on a monthly basis.

The Pay Centre has aligned its service standards for timeliness of pay with the Treasury Board Secretariat's Directive on Terms and Conditions of Employment, including:

  • That the first cheque, covering the entitlements for the first pay period, will be available within 10 working days upon receipt of all required documentation.
  • Upon termination of employment, the last cheque will be available within 10 working days of the struck-off-strength effective date.
  • All changes in pay should be reflected in the two-week pay period following the one in which the authorized document is received by the Pay Centre.

Overall, since the Pay Centre started delivering services to the first thirteen Wave 1 organizations in May of 2012, in the first 9 months of service, the Pay Centre closed 41,292 cases (for New Hires, Change in Pay, Termination, General Inquiries and Complaints). Thanking Wave 1 Organizations

On February 14, 2013 the Consolidation of Pay Services Project had the opportunity to get together with stakeholders of Wave 1 organizations to thank them for their support during the transfer of accounts to the Public Service Pay Centre. Davinderpaul Kanwal, Senior Director, Consolidation of Pay Services and Annick Lapointe, Project Director, Consolidation of Pay Services were also joined by the Director of the Pay Centre, Margot Payne, and Deborah McKinley, Strategic Project Manager at the Pay Centre to thank organization representatives for their continued support and cooperation.

Update on Wave 2 Recruitment

A total of 419 internal applications were received from Federal public servants interested in employment opportunities with the Public Service Pay Centre for six separate hiring processes. Employment offers will be made in late February on deployments and internally advertised positions, with start dates of September 2013. This will coincide with the Wave 2 transfer of 40,000 pay accounts between September 2013 and February 2015. As was the case with the Wave 1, the Consolidation of Pay Services Project will work closely with Heads of HR to ensure that the anticipated start dates have no impact on your ability to provide pay services within your organization.

The next transfer of 3,200 accounts to the Pay Centre as part of the first Wave of transfers will take place in March 2013. A total of 10,400 accounts will be administered from the Pay Centre by March 2013.
