Pay Modernization Project

Workshops with departments

The workshops with departments (otherwise known as ‘Conference Room Pilots’) were completed on June 5th. They provided departments with an opportunity to provide their feedback on the initial configuration of the proposed Government of Canada (GC) Pay Solution. The results of the workshops are being fed into the detailed design work as the Project continues to evolve over the summer months. The deployment of the new pay solution, which will replace our more than 40-year-old pay system, is on track for 2015.

Data Cleansing

Prior to the implementation of the new pay solution, it is critical that departments and agencies are ready to transition from the current to the future pay system. One of the key concerns is the quality of the data within the departmental Human Resources Management System (HRMS) and the Regional Pay System.

The Project held its first Interdepartmental Data Cleansing Working Group meeting on June 6th with those PeopleSoft GC HRMS departments not on the Government of Canada Pay Interface (GCPI).

Departmental representatives are responsible for ensuring that data cleansing is done regularly and that results are reported to the Pay Modernization data cleansing support team. The monthly meetings of the Interdepartmental Data Cleansing Working Group will promote the sharing of best practices and approaches for reconciling data between the Regional Pay System and PeopleSoft GC HRMS.

Empowering change…

The compensation community has played an active part in the Consolidation of Pay Services Project’s (CPSP) Change Agent Network (CAN) since the network was launched in June 2012. PayMod has recently established its own network entitled the “Empowering Change Network” (ECN) to guide organizations in preparing for the implementation of the new GC Pay Solution.

Why two separate networks? CAN involves those 57 (PeopleSoft) departments whose pay accounts are being transferred to Miramichi, N.B. On the other hand, the ECN includes the over 100 departments and agencies (PeopleSoft and non-PeopleSoft) paid by the existing pay system. The first meeting was held on June 26th. The next meeting will be held on July 31.

Consolidation of Pay Services Project

We reached a Major Milestone!

The Public Works and Government Services Canada (PWGSC) Public Service Pay Centre in Miramichi, New Brunswick celebrated its first anniversary on May 28, 2013. The occasion was marked by a celebratory barbeque with Brigitte Fortin, the Assistant Deputy Minister (ADM) for the Accounting, Banking and Compensation Branch (ABCB), on hand to thank the staff for their efforts in reaching this important milestone.

One-year Anniversary

On the occasion of the Pay Centre’s first year anniversary, Brigitte Fortin, ADM, ABCB (centre), presented Margot Payne, Director of the Pay Centre (right), with the Client Service Award. Matthew Cowan, a compensation advisor trainee (left) was chosen by Mrs. Payne to accept the award on behalf of all employees at the Centre.

Wave 2 Open House a Success!

An Open House was held at the Pay Centre on June 14th, for Wave 2 departments. Approximately 40 people representing the 27 Wave 2 departments were given a tour of the facilities and given the opportunity to questions about the Centre’s operation.

Wave 1 and Wave 2 on schedule

In September, the Pay Centre will receive the final 9,600 Wave 1 pay accounts. At that time, Wave 1 will be complete and the Pay Centre will be managing the pay accounts of 20,000 public servants. Wave 2 is also on-schedule. The first seven weeks of training for Wave 2 compensation advisor trainees will start on September 3rd and the first transfer of 8,000 pay accounts from the 27 Wave 2 departments and agencies is scheduled for October.

Hiring and Placement Activities Continue...

An additional 197 employees will be hired by this September for the second group of 27 departments and agencies that will be gradually transferring their pay accounts to the Pay Centre in Miramichi.

Executive Performance Pay

A new application was released on June 4th to simplify the annual Executive Performance Management Program. This application simplifies the work of the compensation advisors and provides efficiencies to executives as well.

Executives can access the application by simply logging onto their Compensation Web Application (CWA) Pay Stub and selecting the Executive Performance Pay option. Compensation Advisors and departments will find that the application will track individual payments through submit, verification and authorization phases. Payments will be processed and sent to direct deposit destinations within seven (7) business days.
