What you will find in a statement of work
Once a department confirms interest to test an innovation, the next step is to prepare the test plan. The Build in Canada Innovation Program (BCIP) provides the innovator and the testing department with a Statement of Work template.
The innovator and the testing department work together to complete the SOW. Once it is complete, the BCIP will review the draft SOW and work with the innovator and testing department to prepare it for submission to contracting. On this page, innovators and testing departments will learn what information is required to complete the SOW. This page is provided for reference only - this is not the statement of work template.
Information provided by the innovator
Are you an innovator? In this section, you will learn what information you will need to provide. Work with your contacts at the testing department to get their input.
The section numbers below correspond to the section numbers in the Statement of Work template:
4.1 Innovation description
- Describe the innovation
- Discuss the innovation’s potential applications, features and benefits as well as what makes it unique or state of the art
6.2 Deliverables
- Identify the goods and/or services that you will provide under the contract. Include their quantities and formats (such as software file formats)
6.4 Installation and configuration (if applicable)
- Specify how your innovation will be installed and set up and who will do the work (supplier or testing department)
6.5 Training (if applicable)
- Specify how much training you will provide, how many personnel with the testing department you will train, which areas the training will address, where you will train, and how you will train (e.g. in a classroom, with a hands-on demonstration, etc.)
6.6 Technical support (if applicable)
- Specify how and when the testing department can reach you for technical support. You must be available Monday to Friday, excluding statutory holidays, either by telephone or email
- Provide your maximum turnaround time for support for the duration of the contract
6.7 Travel (if applicable)
- Estimate the number of travel days that you and your staff will need to provide training, supervision and guidance for the duration of the contract. To calculate the total number of travel days, multiply the number of your staff by the number of days spent travelling
- List any locations you will travel to other than the travel site
6.8 Language
- Select the language - English, French or both - in which you will provide all deliverables and support
Information provided by the testing department
Are you with a testing department? In this section, you will learn what information your testing department will need to provide. Work with the innovator, and the innovation advisor at the BCIP if necessary, to get their input.

- Describe your department
- Explain how the innovation will help your department in an operational setting
7.2 Testing department objectives
- Describe your department’s objectives in testing the innovation
7.3 Testing department responsibilities
- List your department’s responsibilities for testing the innovation
- Describe briefly the required resources and personnel your department will provide
8.2 Test methodology
- Describe the methodology or concept of the test
- List the test processes or procedures
- Indicate the types of tests and how long and where they will take place
- Indicate the tasks and how and who will perform them
- Indicate the tools or resources you will use to carry out the tasks
8.3 Test sites
- Indicate the city and province of your testing location(s)
8.4 Performance metrics
- Provide the qualitative (e.g. comments or questionnaires) or quantitative metrics you will use to measure and verify each objective
8.5 Schedule
- Define the starting period and duration for each major phase of the test plan. A major phase may include product delivery, training, installation, testing, results analysis and more. There is a table in the template to complete this information
