Second Opportunity to pre-qualify on the ProServices Re-Competition originally launched in May 2017.

To support the Government of Canada’s initiative to provide more business opportunities to the Small and Medium Enterprises (SME), Public Services and Procurement Canada (PSPC) has decided to launch a second opportunity to pre-qualify companies in its ProServices method of supply.

This second opportunity is available to those companies who have not already submitted a bid for consideration under the original solicitation that was open from May to July 2017.

The anticipated date for launching the second opportunity to pre-qualify is October 27th, 2017. Please keep up to date on this opportunity through the ProServices and/or Buy and Sell Tenders website.

Requirements prior to bidding

Bidders must have:

  1. a Procurement Business Number (PBN) which is registered with the Supplier Registration Information (SRI) system, and
  2. a Centralized Professional Services System (CPSS) supplier account in order to submit their electronic bid through the DCC.

First time bidding?

What steps companies need to prepare for the second opportunity to pre-qualify on the ProServices Re-Competition:

  1. Obtain a PBN through the Supplier Registration Information (SRI) system
  2. Enrol in the Centralized Professional Services System (CPSS) ePortal
  3. Request security sponsorship if the company does not already have a Designated Organizational Security (DOS) clearance by sending an email to ProServices@tpsgc-pwgsc.gc.ca
  4. Download the RFSA document posted on the Buy and Sell Tenders website and follow the instructions to submit your electronic bid in CPSS.

Grandfathering Information

How Grandfathering works for the second opportunity to pre-qualify on the ProServices Re-Competition:

Who can take advantage of the grandfathering opportunity?

  • Suppliers who currently hold a ProServices Supply Arrangement (SA) which expires April 2, 2018 and who did not submit under solicitation E60ZT-180024/A.
  • Suppliers who are new to ProServices but are pre-qualified in the TBIPS, TSPS (task based) and/or ADR methods of supply, and who did not submit under solicitation E60ZT-180024/A.

What does grandfathering do for you?

  • Grandfathering allows your company to maintain the streams and categories that were previously awarded by ProServices which are set to expire on April 2, 2018.
  • It means not having to provide references for streams and categories that ProServices has already found compliant.

What you are required to do:

  1. Download the RFSA document posted on the Buy and Sell Tenders website.
  2. Log into the CPSS ePortal.
  3. Click on the ‘Solicitation Dashboard’ link that is found on the left hand navigational bar.
  4. Click on the ProServices solicitation number (E60ZT-180024/B) listed under the ‘Open Solicitations’ title. This will open up your electronic bid submission.
  5. Complete all sections of your electronic bid (refer to Attachment B in the RFSA document), however when you are completing the information related to Streams, you can identify them as being ‘Currently Offered’.
  6. When completing the information related to Categories, you can identify them as being ‘Currently Substantiated’.
  7. Return to the ‘Response Home Page’.
  8. Change the Status of each ‘Table of Content’ field to ‘Completed’.
  9. Click the ‘Save Response’ button and then the ‘Submit Response’ button.
