Biographies

George Da Pont, Deputy Minister

George Da Pont

On January 6, 2015, the Prime Minister announced the appointment of George Da Pont as Deputy Minister of Public Works and Government Services, effective January 21, 2015.

Prior to joining the Department, Mr. Da Pont was Deputy Minister of Health. In this position, he worked on high-level projects such as the Protecting Canadians from Unsafe Drugs Act (Vanessa's Law) and the launch of Health Canada's Regulatory Transparency and Openness Framework and Action Plan.

From 2010 to 2013, Mr. Da Pont served as President of the Canadian Food Inspection Agency, working in close collaboration with Health Canada and the Public Health Agency of Canada. He served as Commissioner of the Canadian Coast Guard from 2005 to 2010 and has also held a number of senior positions at the Privy Council Office, Fisheries and Oceans Canada and Aboriginal Affairs and Northern Development Canada.

Mr. Da Pont holds a Bachelor of Arts degree in History and Political Science and a Master of Arts degree in History, both obtained at the University of Saskatchewan.

Gavin Liddy, Associate Deputy Minister

Gavin Liddy

On April 11, 2014, the Prime Minister announced the appointment of Gavin Liddy as Associate Deputy Minister of Public Works and Government Services, effective June 2, 2014.

Prior to his appointment as Associate Deputy Minister, Gavin spent five years at the Treasury Board Secretariat of Canada. As a member of the Secretariat, he supported the Treasury Board by providing advice and recommendations on government operations, economic programs and, most recently, international affairs, security and justice.

Before joining the Treasury Board Secretariat he was a member of the Parks Canada Team for six years. During his time with Parks he was Superintendent of the Rideau Canal and worked in the National Office as a member of the Executive Board with responsibility for Finance, Real Property and Information Management.

A graduate of Royal Military College in Kingston and the University of Ottawa, he also spent over twenty years in the Canadian Forces serving in various operational and headquarters positions.

Donna Achimov, Chief Executive Officer, Translation Bureau

Donna Achimov

Donna Achimov has been Chief Executive Officer of the Translation Bureau since May 2, 2011.

Ms. Achimov is responsible for providing strategic and operational leadership in the management and provision of translation, interpretation and terminology standardization services to the federal government. Available 24 hours a day, 7 days a week, the Translation Bureau offers quality translation services not only in Canada's official languages, but also in over 100 Aboriginal and foreign languages. Staff at the Translation Bureau translate various documents from the Senate, the House of Commons, offices of senators and members of Parliament, as well as numerous federal departments and agencies. Ms. Achimov is also Chair of the Board of Directors of the Association of Professional Executives of the Public Service of Canada and Chair of the Council of the Network of Official Languages Champions. As Chair, she advises the federal government on the implementation of the Official Languages Act and related policy.

Prior to her appointment as Chief Executive Officer, Ms. Achimov was Vice-President, Individual Learning, at the Canada School of Public Service, a role in which she was responsible for various innovative learning programs, official languages training, e­learning and social networking. Ms. Achimov also served as Assistant Deputy Minister of Citizen and Community Service at Service Canada.

Ms. Achimov holds a bachelor's degree in journalism (honours) from Carleton University.

Linda Anglin, Chief Audit and Evaluation Executive

Linda Anglin

In June 2006, Linda Anglin was appointed Chief Audit and Evaluation Executive.

Ms. Anglin provides corporate leadership, strategic and objective advice and assurance to the Minister, the Deputy Minister and senior management on the control and accountability processes for the Department. She is responsible for establishing open and constructive relations and networks with other government departments, central agencies and other stakeholders in areas of audit, evaluation, accountability, oversight and monitoring. She also ensures that the Office of Audit and Evaluation meets the requirements of the Treasury Board of Canada Secretariat's policies on internal audit and evaluation. Ms. Anglin manages the Department's liaison activities with external oversight entities such as the Office of the Auditor General and other agents of Parliament.

She has 28 years of experience in financial, performance and internal audit, with 22 of those in the public sector. She spent the first five years of her career at Ernst & Young in Ottawa conducting financial attest audits of high-tech and publicly traded companies. She then spent 15 years at the Office of the Auditor General of Canada. She has now been with the Department for nine years. She was Director, Risk Management, at the Department.

Ms. Anglin holds a bachelor of commerce degree from Queen's University and is a chartered professional accountant.

Lisa Campbell, Assistant Deputy Minister, Acquisitions Branch

Lisa Campbell

Lisa Campbell was appointed Assistant Deputy Minister of the Acquisitions Branch in January 2015.

With the help of the Associate Assistant Deputy Minister and a team of over 2,000 employees, she leads the organization that is the government's primary procurement service provider. The Acquisitions Branch provides specialized negotiation and contracting services, notably for the Canadian military, for which it establishes and manages contracts to acquire a wide range of technically complex systems for land, naval and aerospace environments. This includes the acquisition and maintenance of ships, aircraft, armoured vehicles and weapons, as well as complex security and information systems. Given the global nature of supply chains, requirements for interoperability and compliance with trade agreements, Ms. Campbell and her group regularly engage with counterpart agencies in the United States, the United Kingdom and other countries. On the domestic front, the Branch works with other government departments and suppliers to ensure the best value for Canadians.

Ms. Campbell has extensive experience in the private and public sectors. As a litigator in private practice, she worked in the areas of criminal, competition and constitutional law. Ms. Campbell has held numerous senior management positions within the federal public service, including at the Department of Justice Canada, the Office of Indian Residential Schools Resolution of Canada, the Office of the Privacy Commissioner of Canada and the Competition Bureau.

Ms. Campbell holds a bachelor of arts in political science from McGill University and a bachelor of laws from Dalhousie Law School. She is a graduate of the Canada School of Public Service's Advanced Leadership and Living Leadership Programs. She has been a member of the Law Society of Upper Canada since 1993.

Randal Cripps, Associate Assistant Deputy Minister, Acquisitions Branch

Randal Cripps

Randal Cripps was appointed Associate Assistant Deputy Minister of the Acquisitions Branch on October 4, 2015.

Mr. Cripps oversees the provision of comprehensive services for acquiring complex and commercial goods and services. He also leads procurement projects and initiatives to support the Department's mission to deliver high-quality services and programs that meet the needs of Canadians, such as non-military procurement, the Acquisitions Program Transformation and the Build in Canada Innovation Program.

Prior to his appointment as Associate Assistant Deputy Minister of the Acquisitions Branch, Mr. Cripps worked as Regional Director General of the Western Region since 2011. He also served in departments such as Environment Canada, Canadian Heritage and Foreign Affairs, Trade and Development Canada.

Mr. Cripps holds a master's degree in business administration and a bachelor of science.

Rosanna Di Paola, Associate Assistant Deputy Minister, Accounting, Banking and Compensation Branch

Rosanna Di Paola

Rosanna Di Paola was appointed Associate Assistant Deputy Minister, Accounting, Banking and Compensation Branch (ABCB), on September 30, 2014.

Ms. Di Paola is leading the Transformation of Pay Administration Initiative, including the Pay Modernization Project and the transfer of services to the Public Service Pay Centre in Miramichi, New Brunswick. She is also leading the transfer of operations for two Canadian Armed Forces pension plans (regular members and reservists) from National Defence to the Department under the Transformation of Pension Administration Initiative.

Ms. Di Paola has over 20 years of experience in the public service. She previously held the position of Director General of the Transformation of Pay Initiative in ABCB. In addition, Ms. Di Paola occupied various senior management positions at the Department, Public Safety Canada, the Public Service Commission of Canada, Citizenship and Immigration Canada and the Royal Canadian Mint. She also brings to ABCB her experience in working for several years as an independent management consultant on initiatives in both the private and public sectors.

Ms. Di Paola holds a graduate degree in management from McGill University and a bachelor of commerce degree from Concordia University. She also earned her Certified Management Accountant designation in 2013.

Brigitte Fortin, Assistant Deputy Minister, Accounting, Banking and Compensation Branch

Brigitte Fortin

On March 18, 2013, Brigitte Fortin was appointed Assistant Deputy Minister of the Accounting, Banking and Compensation Branch.

Ms. Fortin is responsible for managing federal treasury operations, notably payments to the Receiver General related to government programs, operations related to banking, treasury and public accounts, as well as the preparation of state financial affairs. She is also responsible for managing Government of Canada pay and pension administration. Further, Ms. Fortin is leading two of the most important Government of Canada transformation initiatives—the pay and pension administration transformation, which includes system modernization, as well as service restructuring and regrouping.

Ms. Fortin joined the Department in June 2004 as Director of the Pension Services Directorate, where she was responsible for the direction and management of pension plan administration for organizations subject to the provisions of the Public Service Superannuation Act. She became Director General of Compensation in 2007, and was responsible for managing the administration of public service compensation and overseeing service modernization and compensation initiatives.

Prior to joining the Department, Ms. Fortin worked at Citizenship and Immigration Canada, Fisheries and Oceans Canada and Transport Canada, where she participated in the development and implementation of policies and programs related to human resources and compensation, and the development and maintenance of electronic human resources management systems.

Ms. Fortin holds a Bachelor of Arts Degree with a Major in Psychology from the University of Ottawa and a Certificate in Business Administration also from the University of Ottawa.

Barbara Glover, Assistant Deputy Minister, Departmental Oversight Branch

Barbara Glover

In July 2011, Barbara Glover was appointed Assistant Deputy Minister of the Departmental Oversight Branch.

In her role, she manages groups such as Contract Security, Controlled Goods, Fairness Monitoring, Internal Disclosure, Forensic Accounting Management, Special Investigations and the Office of Audit and Evaluation. Ms. Glover also leads the Integrity Regime, which increases due diligence, reduces the opportunity for fraud and better manages the reputational risk to the procurement process and real property transactions.

Ms. Glover has more than 30 years of experience in the public service. Prior to joining the Department, she worked at Employment and Social Development Canada and the Department of Finance Canada. Earlier in her career, she was the director of federal-provincial relations with the Government of Saskatchewan and an economist in the private sector.

Ms. Glover holds a bachelor of arts in political science from McGill University.

Luc Lafrance, A/Chief Information Officer

On October 19, 2015, Luc Lafrance was appointed Chief Information Officer (CIO) on an acting basis.

In his new role, Mr. Lafrance will oversee and implement the departmental information management (IM) and information technology (IT) strategy, including strategic initiatives to drive standardization and consolidation of services and processes. He will also lead government-wide initiatives, such as the My GCHR system, GCDOCS and the Interoperability Initiative. Lastly, as CIO, Mr. Lafrance will support and manage the implementation of key departmental and government-wide transformation projects to help the Department and government improve services and save on future expenditures.

In 2015, Mr. Lafrance joined the Department as Deputy Chief Information Officer and Director General of Compensation Projects. As the CIO's second in command, he acquired extensive knowledge and experience in providing professional advice and guidance for the best interests of the Chief Information Officer Branch and supporting the delivery of high profile projects in the Department. Before arriving at the Department, Mr. Lafrance held the position of Executive Director at the Canadian Food Inspection Agency for four years. He was responsible for defining and leading new IM and IT strategic initiatives to support the transformation of the Agency.

Mr. Lafrance graduated from the University of Ottawa with a bachelor of applied science in mechanical engineering.

Alex Lakroni, Chief Financial Officer

Alex Lakroni

Alex Lakroni has been Chief Financial Officer at the Department since 2009.

As the leader of the Finance and Administration Branch (FAB), Mr. Lakroni is responsible for providing sound leadership and financial management oversight of various programs and services within the Department. Recently, FAB acquired a new sector responsible for the provision of procurement and accommodation expertise, and the Branch is currently leading the accommodation renewal initiative for the Department.

Building on the leadership role he played in the Department's operational and strategic reviews, Mr. Lakroni and his team are partnering with senior management and central agencies to ensure that the Department continues to sustain a successful financial foundation.

Mr. Lakroni has over 20 years of experience working in various federal departments and agencies, including Fisheries and Oceans Canada, the Treasury Board of Canada Secretariat, as well as National Defence. He also worked in the private sector at TD Bank in Toronto, Ontario. Most of his experience has been in the areas of corporate finance, program and expenditure review, and strategic transformation.

Mr. Lakroni holds a master's degree in engineering as well as a bachelor's degree in business administration, both from the University of Montréal, and he is a chartered professional accountant.

André Latreille, A/Assistant Deputy Minister, Human Resources Branch

André Latreille

On September 8, 2015, André Latreille was appointed Assistant Deputy Minister of the Human Resources Branch on an acting basis.

Mr. Latreille is responsible for the implementation of the Department's human resources priorities, programs, tools and services. He leads the branch that supports the retention and development of talent by ensuring a healthy, safe, respectful and performing workforce and workplace through performance management; awards and recognition; training and development; employee and organizational assistance; informal conflict resolution; employment equity and diversity; official languages; values and ethics; resolution of conflicts of interest; and labour relations. Mr. Latreille also provides services to the Minister's Office such as the preparation of letters of offer; labour relations services, advice and guidance regarding official languages policies; and compensation and benefits for Chief of Staff and exempt staff.

Mr. Latreille joined the Department in 2005 and has held numerous leadership positions, most notably Director General (DG), Labour Relations and Ethics, Occupational Health and Safety, Compensation and Well-being, and most recently as DG of Strategic Policy and Planning. He has acquired extensive knowledge and experience in communications and human resources management from various roles in a number of departments, including Canadian Heritage and Employment and Social Development Canada.

Mr. Latreille graduated from University of Ottawa with a bachelor's degree in social sciences.

Alfred MacLeod, Assistant Deputy Minister, Policy, Planning and Communications Branch

Alfred MacLeod

On June 10, 2013, Alfred MacLeod was appointed Assistant Deputy Minister of the Policy, Planning and Communications Branch (PPCB).

As head of PPCB, Mr. MacLeod oversees key corporate and strategic functions in the Department, including the planning and reporting process, cabinet and parliamentary affairs, access to information and privacy, the Treasury Board agenda and the greening of government operations. He also supports the Minister and his or her personnel, acting as a liaison with the Minister's portfolio organizations and Crown corporations, and overseeing the Ministers' Regional Offices program. Additionally, Mr. MacLeod is responsible for the communications function.

Prior to joining the Department, Mr. MacLeod worked at a major federal Crown corporation and led a policy branch at the Privy Council Office and at Citizenship and Immigration Canada. He also worked as a senior vice-president in a national market research firm.

Mr. MacLeod holds a master of philosophy degree from the University of Exeter and bachelor's degrees in both education and history from Acadia University. In 2010, he completed the Executive Fellows Program of the Australia and New Zealand School of Government.

Sarah Paquet, Assistant Deputy Minister, Integrated Services

Sarah Paquet

Sarah Paquet was appointed Assistant Deputy Minister, Integrated Services Branch, in April 2013.

Ms. Paquet leads the Service Strategy, which helps ingrain service excellence across the Department and guides the way services are delivered to clients. She is also responsible for the implementation of major information technology-enabled business solutions such as GCDOCS, My GCHR, the Shared Case Management System and Shared Travel Services across more than 100 government departments and agencies.

Additionally, Ms. Paquet is Co-Chair‎ of the Assistant Deputy Minister Learning Advisory Committee and co-champion for the integrated approach regarding Blueprint 2020, the Public Service Employee Survey and transformation.

Before joining the Department, Ms. Paquet worked for the Department of Justice Canada as Executive Director and General Counsel for PWGSC, as well as for the Canadian Food Inspection Agency's Legal Services. Prior to this, Ms. Paquet occupied various positions in Health Canada's Legal Services, as well as in its Civil Code Section. She also worked at a general legal practice in Gatineau, which focused on civil, commercial and family law.

Ms. Paquet holds two law degrees from the University of Ottawa: civil law (1993) and common law (2001). She has been a member of the Barreau du Québec since 1994.

Kevin Radford, Assistant Deputy Minister, Real Property Branch

Kevin Radford

Kevin Radford was appointed Assistant Deputy Minister of the Real Property Branch, on August 15, 2015.

In this role, Mr. Radford is responsible for the delivery of the entire suite of real property services to federal departments and agencies, including office accommodation, project management, real estate services and specialty services (environmental, architectural and engineering), the management of 18 engineering assets (bridges, dams, highways and dry docks) as well as the acquisition and disposal of federal real property. He also represents real property expertise internationally as the President of The Workplace Network.

Mr. Radford was a key leader in the creation of Shared Services Canada in 2011, where he served as Senior Assistant Deputy Minister, Operations, and was responsible for all back-office support, networks and security for 43 departments and agencies. Prior to this, he was Vice-President, Information Management and Information Technology, at the Canadian Food Inspection Agency. He has held numerous senior executive positions in both the Chief Information Officer and Materiel/Procurement branches of National Defence. He served in the Canadian forces for 20 years.

Mr. Radford holds an engineering degree from the Royal Military College of Canada, a master's of business administration from the Schulich School of Business, and he participated in the executive program in supply chain and logistics management, also at the Schulich School of Business. He is a recent graduate of the Ivey Senior Public Sector Leader Program at Western University.

Andrew Smith, Associate Assistant Deputy Minister, Real Property Branch

Andrew Smith

On July 8, 2013, Andrew Smith was appointed Associate Assistant Deputy Minister of the Real Property Branch (RPB).

As Associate Assistant Deputy Minister, RPB, Mr. Smith is responsible for providing strategic and corporate support to the Assistant Deputy Minister in the management and operations of RPB. He also provides national functional leadership for the real property business line and leads large-scale change management initiatives such as NOVUS and Workplace 2.0, process reviews, health and safety issues and due diligence exercises.

Prior to this appointment, he held the rank of Rear-Admiral and was the Chief of Military Personnel with the Canadian Armed Forces, providing strategic-level direction, policy approval and personnel support for 100,000 members of the military. In February 2013, Mr. Smith was appointed military co-lead of the Defence Renewal Team. In 2008, he was named Assistant Chief of Military Personnel, where he occupied the Chief of Staff function for the Military Personnel System.

Mr. Smith holds master's degrees in naval architecture and marine engineering as well as in industrial and operations engineering from the University of Michigan. He also holds a bachelor's degree in mechanical engineering from the Royal Military College of Canada.

Alain Vauclair, Senior General Counsel and Executive Director, Legal Services

Alain Vauclair

In 2013, Alain Vauclair was appointed Senior General Counsel and Executive Director of the Department and Shared Services Canada Legal Services.

In this role, Mr. Vauclair directs and supervises a group of approximately 66 lawyers who provide legal advice on numerous of subjects such as real property, acquisitions of goods and services, human resources, access to information, disposal of assets and administration of proceeds of crime.

In 1997, Mr. Vauclair joined the Department of Justice Canada as a legal advisor and in 2001, he was appointed General Counsel responsible for the implementation of the Program to Harmonize Federal Legislation with the Civil Law of the Province of Quebec. From 2007 to 2009, he participated in the Accelerated Executive Development Program (AEXDP) and completed two assignments as Director General at the former Canada Public Service Agency and the Department. After graduating from AEXDP, Mr. Vauclair continued as Director General of the Policy, Risk, Integrity and Strategic Management Sector in the Acquisitions Branch until 2013. Earlier in his career, Mr. Vauclair was a commercial litigation attorney in a large law firm in Montréal from 1990 to 1997, and has been a member of the Barreau du Québec since 1990.

Mr. Vauclair received a bachelor's degree in philosophy in 1986 and a civil law degree in 1989 from the University of Montréal. In addition, he graduated from University of Ottawa with a degree in common law in 2007.

Rob Wright, Assistant Deputy Minister, Parliamentary Precinct Branch

Rob Wright

Rob Wright was appointed Assistant Deputy Minister of the Parliamentary Precinct Branch on May 19, 2015.

In this role, Mr. Wright is responsible for implementing the Long Term Vision and Plan to restore and modernize the buildings and grounds of Parliament Hill. His responsibilities also include providing accommodation for the Prime Minister's Office and the Privy Council Office, as well as managing all the buildings on the north side of Sparks Street, including retail and commercial space.

Mr. Wright joined the Department in 2005 and has played several roles of increasing seniority. Most recently, he was the regional head for the Department in the Atlantic Region, where he guided the planning and delivery of a broad range of services to clients and was involved in leading a number of major initiatives. Prior to joining the Department in 2005, he held positions at Fisheries and Oceans Canada, both in the Pacific Region and at headquarters in Ottawa, and later at the Privy Council Office as a policy analyst.

Mr. Wright holds undergraduate and graduate degrees from St. Thomas University in Fredericton and the University of Western Ontario in London. His areas of study included engineering, history, and leadership and governance.

Sylvie Bérubé, Regional Director General, Pacific Region

Sylvie Bérubé

On February 24, 2014, Sylvie Bérubé was appointed Regional Director General, Pacific Region.

Ms. Bérubé provides executive leadership in the region, representing the Minister's and Deputy Minister's interests. She is responsible for the provision of a full range of integrated and client-focused services offered by the Department in the Pacific Region, including provision of office accommodation, architectural and engineering services, property management, project management, environmental services, and land acquisition and disposal. Ms. Bérubé delivers other services such as procurement of goods and services, real property contracting and compensation pay. She also supports small and medium enterprises as well as the Build in Canada Innovation Program. In addition to her functions, Ms. Bérubé is the departmental Co-Champion for Blueprint 2020 and Transformation, and she manages the operations of the RCMP E Division Headquarters, which is the first federal office public private partnership.

Prior to her appointment as Regional Director General, Pacific Region, Ms. Bérubé was the Associate Regional Director General, Pacific Region, for Fisheries and Oceans Canada. Before joining Fisheries and Oceans Canada, she served as Executive Director of the Pacific Federal Council, Regional Director for the British Columbia/Yukon Region of the Public Health Agency of Canada, and Acting Director General of the Centre for Emergency Preparedness and Response at the Public Health Agency of Canada.

A graduate of Simon Fraser University and Carleton University, Ms. Bérubé spent over 25 years in the federal public service in a variety of regional and national leadership positions.

Stéphan Déry, Regional Director General, Atlantic Region

Stéphan Déry

On October 13, 2015, Stéphan Déry was appointed Regional Director General for the Atlantic Region.

As Regional Director General of the Atlantic Region, Mr. Déry represents the Minister's and Deputy Minister's interests in Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland and Labrador. He is responsible for overseeing the planning and provision of the full suite of the Department's programs and services to 39 federal clients throughout the region, including real property, procurement, compensation, environmental and translation services. He leads a number of high-profile projects and initiatives, such as the Accelerated Infrastructure Program 2; the National Shipbuilding Procurement Strategy; the Canadian Coast Guard projects; the Public Service Pay Centre, in Miramichi, New Brunswick; and the Province House Conservation Project, in Charlottetown, Prince Edward Island.

Mr. Déry joined the Department in 1990. Most recently, he was Director General (DG) of the Strategic Planning, Administration and Renewal Sector within the Real Property Branch. Earlier in his career, he held a number of positions of increasing complexity and accountability within the Acquisitions Branch. He has also worked at Library and Archives Canada as DG of Strategic Planning and Infrastructure Management, and as DG, Federal Libraries.

He is a certified management accountant, holds a master's degree in public administration and has extensive experience in real property and acquisitions.

Steve Kelly, Regional Director General, Western Region

Steve Kelly

On October 28, 2015, Steve Kelly was appointed Regional Director General (RDG) of the Western Region.

As RDG for the Western Region, Mr. Kelly is responsible for the provision of the full range of integrated and client-focused services offered by the Department. He represents the Minister's and Deputy Minister's interests in the Western Region, which covers Alberta, Saskatchewan, Manitoba, the Northwest Territories and Nunavut. Regional headquarters are in Edmonton, with 19 additional service points, including Calgary, Regina, Saskatoon, Winnipeg, Iqaluit and Yellowknife. Mr. Kelly delivers real property services, including the provision of office accommodation, architectural and engineering services, property management, project management, environmental services, as well as land acquisition and disposal. He delivers other services such as procurement of goods and services, real property contracting, and compensation services. He also supports small and medium enterprises as well as the Build in Canada Innovation Program. In addition to his functions, Mr. Kelly administers the northern housing program in the Northwest Territories and Nunavut.

Mr. Kelly joined the Department in 2007 and has held increasingly senior positions over the years. More recently, he was the Regional Director, Real Property, Accommodation and Portfolio Management Services, with the Real Property Services Branch Directorates, Pacific Region.

He has a master of business administration degree and diplomas in real estate appraisal/investment analysis and in building technology (architectural). He has earned the Accredited Appraiser Canadian Institute designation from the Appraisal Institute of Canada.

Mark Quinlan, Regional Director General, Quebec Region

On June 29, 2015, Mark Quinlan was appointed as Regional Director General, Quebec Region.

As Regional Director General, Mr. Quinlan is responsible for the provision of the full range of integrated and client-focused services offered by the Department in the Quebec Region. He represents the Minister's and Deputy Minister's interests in the Quebec Region, which covers the province of Quebec outside of the National Capital Region, with major offices in the cities of Montréal and Québec. He delivers real property services, including provision of office accommodation, architectural and engineering services, property management, project management, environmental services, and land acquisition and disposal. Mr. Quinlan also delivers other services such as procurement of goods and services, real property contracting, compensation pay and support for small and medium enterprises as well as the Build in Canada Innovation Program. In addition to his functions, Mr. Quinlan is the departmental Co-Champion for the National Youth Network.

Until August 2015, Mr. Quinlan occupied the position of Director General of Real Property and Service Integration for the Canada Revenue Agency at the Department. He was the main interface between the Department and one of its key clients for the delivery of real property services. In 2012, Mr. Quinlan was appointed Executive Director, Strategic Reviews, reporting to the Associate Deputy Minister. He joined the public service in 2011 as Senior Director, Internal Services, within the Administrative Services Review Sector of the Privy Council Office.

He holds a bachelor's degree in commerce from the John Molson School of Business (Concordia University), a bachelor of laws from the University of Quebec in Montréal and a degree in notarial law from the University of Sherbrooke.

Sandra Young, Regional Director General, Ontario Region

Sandra Young

On April 22, 2014, Sandra Young was appointed Regional Director General, Ontario Region.

Ms. Young represents the Minister's and Deputy Minister's interests in the Ontario Region, which covers the province of Ontario, excluding the National Capital Region, with major offices located in the Greater Toronto Area and Kingston. She is responsible for the provision of a full range of integrated and client-focused services offered by the Department in the Ontario Region, including office accommodation, architectural and engineering services, property management, project management, environmental services, and land acquisition and disposal. Ms. Young delivers other services such as procurement of goods and services, real property contracting and compensation pay. She also supports small and medium enterprises as well as the Build in Canada Innovation Program. In addition to her functions, she is the departmental Co-Champion for Management and Leadership Excellence.

Prior to her appointment as Regional Director General, Ontario Region, Ms. Young was acting in this position since May 2013 and was the departmental lead for the Port Hope Area Initiative. She was also appointed Regional Director, Acquisitions and Compensation Services, in 2012, and acted as Regional Director, Real Property Accommodation Portfolio Management, in 2011.

In 2009, Ms. Young received a National Security Program accreditation from the Canadian Forces College. She has worked at the Department since 1989.
