1. Introduction

Hallux Consulting Inc. was engaged as a Fairness Monitor (FM) to observe the competitive procurement process for the Rehabilitation of Heritage Windows – Confederation Building Project, issued by Public Works and Government Services Canada (PWGSC) as a result of Solicitation Number EP788-150512/A. Hallux Consulting Inc. is an independent third party with respect to this activity.

We reviewed all of the information provided and observed all relevant activities.

We hereby submit the Final Report, covering the activities of the Fairness Monitor, commencing with the review of the draft Invitation to Tender (ITT) document prior to it being posted on buyandsell.gc.ca, continuing through to the consensus bid evaluation meeting. 

This report includes our attestation of assurance, a summary of the scope and objectives of our assignment, the methodologies applied and relevant observations from the activities undertaken.

2. Project Requirement

PWGSC is undertaking a major program to preserve and rehabilitate Canada's historic Parliament Buildings. The buildings must be restored structurally, modernized to current building standards, and rehabilitated to provide functional parliamentary and visitor facilities that meet the technical expectations of the 21st century. Initiated in 2002 with the beginning of construction on the complete restoration of the Library of Parliament, the program is now concentrating on the rehabilitation of the core historic parliamentary buildings – the triad of the West Block, Centre Block, and East Block – as the first priority.

The Confederation Building is part of the Parliamentary Precinct owned by the Government of Canada, occupied by parliamentarians and operated by the Parliamentary Precinct Branch (PPB) of PWGSC. Some repair work has been completed on the Confederation Building windows. A further 40 percent of the windows need to have the frames stabilized and sashes rehabilitated on a priority basis due to health and safety concerns. As the key stakeholder, PPB is the Project Manager and will give final direction on the project scope.

This initiative has the objective to obtain Heritage Window Frame Stabilization and Sash Rehabilitation at the Confederation Building, 229 Wellington Street, Ottawa, Ontario.

3. Fairness Monitor Attestation of Assurance

The FM hereby provides the following unqualified assurance statement concerning the Rehabilitation of Heritage Windows – Confederation Building Project: It is our professional opinion that the competitive procurement process we observed was carried out in a fair, open and transparent manner.

4. Methodology

Hallux Consulting Inc. was engaged as a Fairness Monitor (FM) to observe competitive procurement process for Heritage Windows – Confederation Building Project, and to attest to the fairness, openness and transparency of this monitored activity.

In accordance with the terms of our engagement, we familiarized ourselves with the relevant documents, reviewed the draft and final ITT, observed the optional site visit and consensus evaluation meeting, identifying fairness-related matters to the Contracting and Technical authorities and ensuring that responses and actions were reasonable and appropriate.

Key activities during the solicitation included:

  • review of the draft and final ITT document as posted on buyandsell.gc.ca September 23, 2014;
  • review of Questions and Answers (Q&As) concerning the ITT and Amendments 001 to 004;
  • observation of the optional site visit on September 30, 2014; and
  • observation of the consensus evaluation meeting at the end of the ITT on November 4, 2014.

A total of two bidders responded to the ITT and were evaluated.

Addendum to the Final Report
December 8, 2014

Addendum to Fairness Monitor Final Report dated November 18, 2014 on the competitive procurement process for the Rehabilitation of Heritage Windows – Confederation Building Project.

This Addendum to the Fairness Monitor Final Report covers the period following the conclusion of the evaluation phase.

FM Activities Related to Contract Award and Debriefings

The successful bidder was selected and the contract awarded on November 13, 2014. There was no request for a debriefing from the unsuccessful bidder.
