Addendum to fairness monitor final report dated June 29, 2015, concerning the new bridge for the St. Lawrence Corridor project

This Addendum to the Fairness Monitor Final Report covers post commercial and financial close activities, notifications and debriefings provided to the Qualified Respondents to the RFP.

On June 22, 2015 we reviewed letters being forwarded the same day to the two unsuccessful Qualified Respondents informing them that financial close had been achieved and the Project Agreement had been signed with the Preferred Proponent. The letters also attached the Final Evaluation Report for each Proponent’s Proposal and offered a verbal debriefing on the evaluation results. In accordance with the RFP, the letters also returned the security deposits and requested each Respondent to execute an attached “Undertaking for the Issuance of Honorarium, Ownership of Proposal and Intellectual Property”. On July 14, 2015 we monitored the debriefing of one unsuccessful Respondent and the debriefing of the successful Respondent. On July 15, 2015 we monitored the debriefing of the other unsuccessful Respondent. No fairness related issues were identified. On July 22, 2015 we reviewed written answers to questions that were outstanding from the debriefing of the unsuccessful Respondent on July 14, 2015.  No fairness related issues were identified.
