1. Background and introduction

PPI Consulting Limited (PPI) was engaged as a Fairness Monitor (FM) to observe the selection process for the acquisition of a General Contractor for the rehabilitation/fabrication and installation of wrought iron gates along the Wellington Wall on Parliament Hill, for the Wellington Wall – Wrought Iron Gates Project, issued by Public Works and Government Service Canada as a result of Solicitation No. EP750-140542/A. PPI is an independent third party with respect to this activity.

We reviewed all of the information provided and observed all relevant activities.

We hereby submit the Final Report covering the activities of the Fairness Monitor, commencing with the September 4, 2013 kick-off meeting and continuing through to cancellation of the procurement by the Parliamentary Precinct Branch of Public Works and Government Services Canada in April 2015.

This report includes our attestation of assurance, a summary of the scope and objectives of our assignment, the methodologies applied and relevant observations from the activities undertaken.

2. Project requirement

The Wellington Wall – Wrought Iron Gates Project involves the refurbishment of existing gates and the fabrication of new wrought iron gates. The following gates are included as part of this project:

  • West Gate – 2 new pedestrian gates
  • East (Metcalfe) Gate – 2 new pedestrian gates
  • Elgin Gate – 1 new pedestrian gate, 1 refurbished pedestrian gate or
  • Elgin Gate Option ‘A’ – 2 refurbished vehicle gates

Modifications to the historic Wellington Wall have generated the need for additional wrought iron gates to be fabricated (2 new pedestrian gates at West Gate, and 2 new pedestrian gates at East (Metcalfe) Gate).

The Fairness monitoring Team was assigned to the project on August 28, 2013.

Our work was limited to the development of a project work plan and the review and discussion of the preliminary Draft Request for Proposal with the Public Works and Government Services Canad (PWGSC) Contracting Authority. The procurement process for this project was put on hold in December 2013 by the Parliamentary Precinct Branch of Public Works and Government Services Canada and was subsequently cancelled in April 2015.

3. Attestation of assurance

The procurement process for this project was put on hold in December 2013 and subsequently cancelled by the Parliamentary Precinct Branch of Public Works and Government Services Canada in April 2015.

PPI was advised that the procurement was cancelled in April 2015. A Request for Proposal was not finalized nor issued to the public for this procurement.

It is our professional opinion that the process for the acquisition of a General Contractor for the rehabilitation/fabrication and installation of wrought iron gates along the Wellington Wall on Parliament Hill, Solicitation No. EP750-140542/A we observed, was carried out in a fair, open and transparent manner.

4. Methodology

PPI Consulting Limited was engaged as a Fairness Monitor (FM) to:

  • monitor the selection process for Solicitation No. EP750-140542/A – Wellington Wall – Wrought Iron Gates Project (acquisition of a General Contractor for the rehabilitation/fabrication and installation of wrought iron gates along the Wellington Wall on Parliament Hill); and
  • provide an attest opinion on the fairness, openness and transparency of this monitored activity.

In accordance with the terms of our engagement, we familiarized ourselves with the relevant documents during the Draft Request for Proposal Phase (September 4, 2013 to December 10, 2013) including review and discussion of the preliminary Draft Request for Proposal with the PWGSC Contracting Authority.

The project was put on hold on December 10, 2013 and subsequently cancelled by the Parliamentary Precinct Branch of Public Works and Government Services Canada in April 2015.
