Federal Libraries Coordination Secretariat (FLCS)

Introduction

About FLCS

For over thirty years, the Council of Federal Libraries, working with the CFL Secretariat, was the mechanism by which the National Library of Canada, and now LAC (under the Library and Archives of Canada Act), fulfilled its mandate to coordinate the services of federal libraries.

The challenges facing the federal library community - for example, the government-wide public service renewal initiative and the complex issues surrounding the licensing of electronic products and services - have multiplied in recent years, requiring more attention and greater coordination efforts.

To better enable strategic responses to our community's challenges, LAC has restructured the Council of Federal Libraries and its Secretariat. Although the new organization is still settling, here is how it is shaping up so far:

Federal Libraries Coordination Secretariat:

  • the new identity of the Secretariat through which LAC coordinates federal libraries service reports to the Recordkeeping and Library Coordination Office of the Government Records Branch
  • People:
    • Fabio Onesi, Director
  • Federal Libraries Coordination Secretariat:
    • Katherine Miller-Gatenby, Manager
    • Carole Julien, Senior Research Officer
  • Federal Libraries Consortium :
    • Deane Zeeman, Coordinator
    • Anne Chartrand, Electronic Resources Technician

Federal Libraries Community:

  • the new identity of the Council of Federal Libraries includes all library and library-like entities within the federal government
  • Governance:
    • Senior Advisory Committee (under development)
    • Library Managers' Committee (under development)
    • Federal Libraries Forum
    • Ad Hoc working groups, such as one for Procurement
  • Events, including the Annual Fall Seminar and the Agatha Bystram Award for Leadership in Information Management are being reviewed.
