The Major Projects (Sea) Directorate is responsible for acquisition related to several Department of National Defence projects, namely the Halifax Class Modernization/Frigate Life Extension project and the Arctic/Offshore Patrol Ship project.
This project office is responsible several procurements associated with the Halifax Class Modernization / Frigate Life Extension (HCM/FELEX) project, estimated at $2.8 billion, which is aimed at the mid-life modernization of the 12 Halifax Class frigates. The project office is responsible for several major contract elements that are essential to the success of the HALIFAX Class Modernization:
This project is to acquire six to eight multi-purpose, ice-capable offshore patrol ships that will provide the flexibility for the Canadian Navy to operate in both the Arctic and offshore environments, allowing them to be used year-round in a variety of roles, including domestic surveillance, search and rescue and support to other government departments. In addition, a docking and refuelling facility in Nunavut will be required, as well as infrastructure enhancements at CFB Esquimalt and CFB Halifax.
The procurement of the Arctic/Offshore Patrol Ships is subject to the outcome of the National Shipbuilding Procurement Strategy.
The estimated project cost of acquiring these ships is $3.1 billion. In addition, approximately $4.3 billion will be provided for operations and maintenance over the 25-year lifespan of the ship.
