Marine Systems acquires military, law enforcement and civilian ships, and manages ship refit, conversion and dry-docking contracts. It is also responsible for acquiring almost all structural, mechanical and electrical equipment used on ships, including spare parts, along with related services such as design engineering, investigation, equipment repair and overhaul, and in-service ships maintenance.
Responsible for providing quality assurance by inspecting all civilian ships and associated equipment. It provides client departments, foreign governments and other public or commercial organizations with a wide variety of technical services, such as condition surveys on ships, specification preparation, technical advice and ship construction inspection and project management.
The Canadian Coast Guard is beginning a long-term (30 year) project to replace the majority of its fleet. It is presently intended to treat the overall program to replace the 88 vessels as a major project, with the individual classes of vessels procured as sub-projects. The first two classes of vessels to be procured are the Mid-shore Patrol Vessels and the Fisheries Science Research Vessel.
Ongoing support to Canadian Commercial Corporation (CCC) providing the services of qualified and experienced technical personnel for a wide variety of Technical Services.
Providing, on a cost recovery plus basis, long-term project management and support staff from Public Works and Government Services to the Department of Fisheries/Canadian Coast Guard.
Responsible for the Lease with Option to Purchase of four UPHOLDER Class Submarines from the United Kingdom of Great Britain and Northern Ireland. The four submarines have be delivered and accepted by Canada. These submarines have been renamed the VICTORIA Class. In support of the acquisition of these submarines this group continues to provide procurement services to the Department of National Defence in the management and administration of the:
Provides integrated procurement services primarily to federal government departments. The commodity focus is ship construction for both military and civilian applications. The scope of service includes develop of procurement strategies, specification review and preparation, solicitation for bids, contract management and project management.
Some recent ship construction activity has included patrol boats for the Department of National Defence, Department of Fisheries and Oceans, and the Royal Canadian Mounted Police. Current ship construction activity includes training vessels for the Department of National Defence, and Mid-Shore Patrol and Off Shore Science Vessels for the Department of Fisheries and Oceans.
Other commodity procurement services include ship design, investigations, marine engineering services, In-Service Engineering Support, and ship charters.
Vessel transfer costs are included in the evaluation of bids for ship refit and repair work. The matrices for vessel transfer costs are specific to whether the government vessel is civilian or military and whether it is on the West or East Coast of Canada.

The scope of service includes development of procurement strategies, specification review, solicitation for bids, contract management and project management.
Inspection and Technical Services is a section of Marine Services which provides high valued added services to PWGSC, other government departments and has assisted foreign governments in the areas of inspection of civilian and military vessels, inspection of associated marine equipment and can provide project management on marine related contracts. I&TS can provide the services of qualified and experienced technical personnel for a wide variety of technical services. These services can include but are not limited to facility evaluations, specification preparation and or review, technical report writing, marine incident investigations and training both in course preparation and delivery. These services are offered at Treasury Board approved rates of $600 per day for actual time applied.
