PWGSC agreement with Competition Bureau to help prevent cartel activity in its procurement processes and real property transactions

September 2013

In May 2013 Public Works and Government Services Canada (PWGSC) and the Competition Bureau established a Memorandum of Understanding (MOU) to help strengthen the prevention, detection, reporting and investigation of possible cartel activity, including bid-rigging, in procurement processes and real property transactions that fall under the responsibility of PWGSC. This agreement, the first of its kind, highlights the department’s commitment to discourage anti-competitive behaviour and maintain effective competition in the marketplace.

The MOU will facilitate the sharing of information relating to procurement processes, real property transactions and competitive or anti-competitive practices. By working together to share resources, exchange knowledge and collaborate on training and awareness programs, both organizations will benefit from each other’s expertise and will enhance their ability to achieve their goals of preserving and promoting fair, efficient and competitive processes.

PWGSC is committed to protecting the integrity of its procurement processes and real property transactions and ensuring that these processes are fair, open and transparent.
