In February 2010, Public Works and Government Services Canada (PWGSC) awarded a contract to Cossette Media of Toronto, a division of Cossette Communication Inc., to act as the Agency of Record (AOR) for the federal government's advertising media placement requirements. The contract is a result of a national, open and competitive bidding and evaluation process. The contract is for a two-year period and contains three one-year extension options.
PWGSC awarded Standing Offers and Supply Arrangements for the provision of advertising services for the period of June 27, 2013 to June 27, 2015 with a possibility of two one-year extensions. Supply Arrangements for the provision of advertising services were also awarded for the period of June 25, 2013 to June 25, 2015, with a possibility of two one-year extensions. These contracting tools are the result of national competitive processes.

Set-Aside Standing Offers for Advertising Services are in place for the period of July 3, 2013 to July 3, 2015 with a possibility of two one-year extensions. These companies will be eligible to be awarded contracts to provide advertising campaigns or projects that are estimated to cost up to $350,000 (excluding GST/HST), excluding the media placement component, which would be carried out by the Agency of Record under a separate contract.
Standing Offers for Public Notices Services
These Standing Offers are in place for the period of July 1, 2013 to July 1, 2015 with a possibility of two one-year extensions. These companies are eligible to be awarded contracts to provide public notices campaigns that are estimated to cost up to $100,000 (excluding GST/HST), excluding the media placement component, which would be carried out by the Agency of Record under a separate contract.
Supply Arrangements
The companies listed below have been competitively selected as qualified suppliers from which PWGSC can solicit proposals based on the specific requirements of the Government of Canada. Supply Arrangements could be used for individual advertising campaigns determined to have a value greater than $200,000 (excluding GST/HST), excluding the media placement component, which is carried out by the Agency of Record under a separate contract.

In addition, PWGSC may publish a Notice of Proposed Procurement for advertising services on buyandsell.gc.ca - a Web-based tendering system used by the Government of Canada. These projects are typically of a complex nature, having multiple themes and/or components, usually spanning more than one year regardless of dollar value. An example includes the Department of National Defence's recruitment campaign, which includes national, seasonal and regional components.
