Quality management identifies the quality related requirements to be achieved for both the management of the 'project' (or process) and the management of the 'product' (or outcome).

This knowledge area provides direction on quality management through directives and guidelines for Real Property projects.

Objective

To ensure the delivery of real property projects will satisfy client needs, comply with legislative/regulatory/policy requirements, and meet established standards for quality management.

Summary of the directives

The Directive on the Monitoring of Real Property Projects’ Conformance to the National Project Management System describes the activities to be conducted every year for conformance monitoring of real property projects. The directive also provides a form for NPMS conformance review and a template for NPMS conformance review report.

The Procedure for Applying the Real Property Branch  Commissioning Policy has been superseded by the Commissioning Standard (2015). To obtain a copy of this standard, please contact SNGP.NPMS@tpsgc-pwgsc.gc.ca

The National Project Management System  Real Property Procedure on Project Reviews outlines the process for reviewing projects from a delivery view point with specific focus on the Project Management Plan and supporting project delivery documentation. This procedure provides a guide for when to conduct peer, regional or national project reviews.

The Directive on Lessons Learned for Real Property Projects describes the required approach to lessons learned on real property projects and provides a number of templates for use by the project team including: agenda for lessons learned meeting, lessons-learned report template, and lessons-learned log template for use throughout the life of the project.

The Directive on Document Management for Real Property Projects describes the requirements for proper document management within the development process of real property NPMS projects, in order to ensure that information on a project is readily and easily available during the development of the project. The purpose of the procedure is also to implement an Electronic Project Filing Structure (EPFS) which is found in Annex A (Complete EPFS) and Annex B (Basic EPFS).

These procedures are to be used in conjunction with the Policy on the National Project Management System (106) and National Project Management System Directive for Real Property Projects.
