Program Activity Architecture

To strengthen accountability and reporting, the Treasury Board Secretariat (TBS) has introduced a new integrated modern expenditure system, called the Management, Resources and Results Structure (MRRS).

The MRRS is intended to provide a standard, government-wide approach to planning and managing the relationship between resources and results in the programs of departments and agencies, with the aim of strengthening the reporting of results to Parliament.

A key component of the MRRS is the Program Activity Architecture (PAA). The PAA identifies the organization’s strategic outcomes, and describes the activities supporting these outcomes and how the organization is structured to manage them.

Statistics Canada’s PAA links financial and non-financial performance information at various levels within the organization to demonstrate its results and articulates how Statistics Canada’s program activities contribute to the Agency’s strategic outcome: “Canadians have access to objective, high-quality, non-partisan statistics, statistical products and services and analyses on Canada’s economy and society which fulfill legal requirements, are relevant to policy formulation and decision makers, and are responsive to emerging issues.”

Statistics Canada’s PAA is used for formal reporting to Parliament.  Its overall program is divided into three program activities: Economic Statistics; Social Statistics; and Census, Demography and Aboriginal Statistics.

Quadrennial Program Reviews (QPR) and Biennial Program Reports (BPR)

Ongoing program reviews are an essential part of good management practices. To enhance the review function, integration of information is desirable. The goal of integrated reporting is to bring the varied information flows together by means of a thorough program assessment. It is desirable to enhance the completeness and rigor of each program’s review through an exhaustive examination and risk assessment of the program’s components.
