Overview

Youth is one of the strategic priorities of the RCMP. A specific youth-related area that has gained a greater profile over the past several years is the sexual exploitation of children on the Internet. The Internet has changed the way child sexual exploitation offences are committed, investigated and prosecuted. It has also destabilized the ability of Canada’s criminal justice system to respond effectively to this type of criminal activity.

As part of the Government of Canada’s national strategy to protect children from online sexual exploitation, on May 12, 2004 Deputy Prime Minister Anne McLellan announced the expansion of the NCECC for law enforcement and the expansion of Manitoba-based Cybertip.ca, which works very closely with the NCECC.

NCECC Mission

Through leadership and partnership the NCECC will provide a national integrated environment for the coordination, collaboration, education, intelligence and development of strategies to combat the global online sexual exploitation of children.

The NCECC’s Role

The NCECC:

• is a national clearing house and coordination centre for all international requests to conduct investigations in Canada related to child sexual exploitation on the Internet;
• provides support to peace officers, in particular investigators involved in files dealing with child sexual exploitation on the Internet;
• builds relationships and collaborates with domestic and international partners to raise awareness and combat criminal activity that targets, exploits and abuses children; and
• will help develop standards and guidelines within Canada and provide many levels of support to law enforcement investigators involved in files dealing with the sexual exploitation of children on the Internet.

The NCECC team is made up of serious crime investigators and specialized, skilled civilians dedicated to protecting the world’s children from Internet-based sexual exploitation, whether it originates in Canada or abroad. Partnerships with all sectors - police, government, community, associations and the private sector - are key to the success of the coordination centre’s efforts.
