I am very pleased to provide comments on the 2006 RCMP Management Accountability Framework (MAF). MAF is an essential part of the RCMP’s overall performance measuring process, ensuring sound management of the Force which is integral to our strategic mandate of “Safe Homes and Safe Communities.”
Our overall assessment provides the RCMP with an invaluable opportunity to examine the effectiveness of our internal management framework within the public service culture of management excellence, transparency and accountability.
The RCMP values and appreciates the guidance offered by the Treasury Board Secretariat (TBS) and accepts the observations and recommendations contained in Round IV. The RCMP took strong notice of the recommendations for improvement made by the Treasury Board in MAF III at the end of 2005-2006 and as evidenced by the marked overall improvement in our MAF IV results, a number of measures were taken to improve the management processes of the Force.
While acknowledging our achievements in the areas of “Effectiveness of Internal Audit Function,” and “Effective Procurement,” the RCMP views improvement as an ongoing process and remains committed to implementing recommended improvements to its management processes. It welcomes and continues to seek opportunities for improvement in maintaining a model of policing and management excellence by developing action plans in the identified areas of Corporate Performance Framework, Program and Policy Analysis, Evaluation, Project Management, Performance Information and Information Management.
The RCMP will continue to work closely with the TBS, to further implement and incorporate modern management accountability. The RCMP has volunteered to participate in pilot projects led by TBS. The RCMP is partaking in the Non-Lapsing Capital Program that fosters strategic planning of capital investments over multiple fiscal years. The Force is also participating in the Earned Independence Program, which allows for more flexibility in approving major initiatives and capital investments. I am also pleased with the level of confidence placed upon the Force by central agencies in this regard.
Our expectations are high and our vision is clear, the RCMP will provide optimal organizational performance contributing to the overall success of government wide management accountability processes in our ongoing pursuit of excellence.
