Quick Facts
- The RCMP is subject to the Official Languages Act .
- Since April 1st, 2004, bilingual positions are staffed imperatively.
- Since April 1st, 2005, all members applying for bilingual positions staffed Priority 1 must meet the language profile of the position at the time of applying for a transfer or a promotional opportunity.
- Since November 24, 2005, the RCMP must ensure that positive measures are taken for the implementation of the government's commitment with regards to part VII of the Official Languages Act .
- Any questions relating to official languages should first be brought to the attention of Regional / Divisional OL Coordinators or Officers who will seek clarification from the Directorate of Official Languages as required.
Overview
The Directorate of Official Languages (DOL) is responsible for the overall implementation of the Official Languages program in all regions and divisions of the RCMP. The Directorate:
- issues internal policies, initiatives and procedures relating to official languages,
- provides the necessary interpretation and support to management and employees,
- coordinates the handling of internal and external complaints,
- makes the employees aware of their OL rights and obligations as per the Official Languages Act ,
- monitors the effective implementation of the RCMP Official Languages program in the regions and divisions, and
- prepares the Official Languages Annual Review on behalf of the Commissioner for submission to the Public Service Agency of Canada.
Mandate
In accordance with the Official Languages Act , DOL's mandate involves the implementation of the following parts of the Act:
- Communications with and Service to the Public (part IV)
- Language of Work (part V) Participation of English-Speaking and French-Speaking Canadians (part VI)
- Advancement of English and French (part VII)
- Responsibilities and Duties of Treasury Board in relation to the Official Languages of Canada (part VIII)
- Linguistic designation of positions (section 91).
Second Language Training and Evaluation
The DOL also serves as the RCMP's representative for all matters pertaining to second language training and evaluation. It is also responsible for the development and oversight of the RCMP Second Language Training and Evaluation Program (SLTEP) as well as the management of its budget.
