IMPLEMENTATION OFFICER

The Treaty Land Entitlement Committee of Manitoba is currently accepting applications for the position of implementation Officer.

Role and Responsibilities:

The successful applicant will work under the direct supervision of the Executive Director, with specific duties including:
· review land selection studies,
· review environmental audit reports,
· drafting correspondence to and liaising with various parties including several levels of government, as well as;
· any other tasks required to implement the Manitoba Treaty Land Entitlement Framework Agreement (the Agreement),
· provide suitable technical support to an Entitlement First Nation in explaining the provisions of the Treaty Land Entitlement Framework Agreement,
· establish a working relationship with the departments and staff of each of Canada and Manitoba to support the implementation of the Agreement,,
· provide technical and professional assistance to an Entitlement First Nation in all aspects of the Selection or Acquisition of lands to be set apart as Reserve including: the review of and comment of the Land Selection Study to be undertaken by the Entitlement First Nation; liaison with Manitoba in the process of review of proposed Dispositions and Mineral disposition within each Community Interest Zone; review the application of the Principles to a Selection of Acquisition, monitor the process of setting apart of Land as Reserve, the negotiation of Municipal Development and Services Agreements as required, and the removal, discharge or accommodation of Third Party Interests.

Other duties include research, attending meetings and assisting other staff members in fulfilling their duties, related to implementing the Treaty Land Entitlement Framework Agreement.

Qualifications:

· minimum Grade twelve or equivalent;
· relevant post-secondary education considered an asset;
· minimum 3 years experience in working with First Nations government;
· exceptional computer skills and applications;
· advanced public relations and presentation skills
· working knowledge of the Treaty Land Entitlement Framework Agreement, the Indian Act, the Additions to Reserve Policy of the Department of Indian Affairs, the Canada Lands Survey Act, the Crown Lands Act, as well as various provincial acts as required;
· self-starter with strong interpersonal, communication and organizational skills;
· demonstrate a high level of excellence in report writing and the ability to exercise appropriate judgment and discretion when dealing with confidential or sensitive information;
· ability to communicate in an Aboriginal language considered an asset;
· multi-tasked oriented;
· possess valid drivers license as travel is required;
· ability to work independently and in a team environment;
· possess productive research skills;
· preference may be given to applicants of First Nation ancestry.
