SCOPE: This position is a permanent, full time position excluded from the Bargaining Unit of CUPE 2440. The competition is open internally and externally.

SUMMARY: Under the direction of the Human Resources Director, and working in close collaboration with the other members of the Human Resources team, including the Human Resources Administrators overseas, the Employment Services Officer is responsible for providing strategic advice and guidance, and professional services related to Employment Services, including recruitment and selection, job evaluation, policy development and implementation, training, and labour relations. The scope of the Employment Services Officer's work is primarily within Canada in terms of operations, and at the organisational level in terms of policy development. He/she will also provide operational support to the Human Resources Administrators overseas, when required.

The CUSO-CUPE Local 2440 Collective Agreement and CUSO's Human Resources Policy and Procedures Guide are the main reference documents used in carrying out the responsibilities of this position. The expertise of the Employment Services Officer is available to the organization at both staff and programming levels, supporting the recruitment and administration of volunteers and cooperants.

The incumbent will be required to ensure that no information about cooperants or employees which she/he will have access to in performing the functions of the position, will be released to anyone within or outside of CUSO, except as authorized.

REQUIREMENTS:
Essential:

  • minimum of three years work experience in human resources with a focus on the employment services area;
  • formal training in recruitment and selection;
  • strong service orientation;
  • experience in a unionized environment;
  • strong communication, negotiation and inter-personal skills, including tact and diplomacy;
  • computer literacy in word processing, spreadsheet, and database (HRIS), and ability to work in an increasingly electronic environment;
  • knowledge of human rights legislation and relevant labour laws;
  • strong writing skills, and experience in writing policies and procedures, minutes, administrative reports and job descriptions;
  • research, analysis and synthesis skills.
Requirements:

  • ability to analyze and improve work processes on an ongoing basis;
  • ability and commitment to build and maintain a diverse workforce;
  • ability to work in a context of ongoing transition.
Desirable:
  • professional accreditation in the human resources field;
  • familiarity with a voluntary/non-profit environment;
  • personal counseling experience;
  • working knowledge of Spanish or other languages used in the CUSO world.

Employee is able to motivate, convince, advise and defend a position in a sensitive situation; analyses complex specialized documents; writes documents of a complex or specialized nature; is able to make recommendations based on analysis; writes documents reflecting the image of the organization.
