Manitowoc WI November 22, 2005 - The Manitowoc Company, Inc. announced today that its Bay Shipbuilding subsidiary has been awarded a new construction contract from Harley Marine Services, Inc. to build an ocean-class, double-hull, hot oil tank barge. The 80,000-barrel capacity barge, which is scheduled for delivery in the fourth quarter of 2006, will measure 369 feet in length, 78 feet in width, and 33 feet in molded depth. The Harley contract also includes an option for a second identical vessel. Other contract terms were not disclosed.
The Harley barge is the tenth double-hull tank barge built by the Manitowoc Marine Group. The vessel features a flush deck design and is equipped with an onboard heating system to maintain consistent cargo temperatures of 160 degrees F. It will also be ABS, U.S. Coast Guard, and OPA- 90 compliant.
Based in Seattle, Harley Marine Services is one of the largest petroleum transporters serving the West Coast. Upon delivery, Harley's new barge will join a fleet of vessels to haul a variety of petroleum products, including #6 grade fuel oil, between numerous Alaskan, Northwest, and West coast markets.
"This project is a perfect fit for Bay Shipbuilding," said Bob Herre, president of Manitowoc Marine Group. "The size and features of the Harley barge will complement Bay's infrastructure and the experience of its workforce. Erection of the hull and tank modules will begin shortly after the Great Lakes winter fleet sails from our Sturgeon Bay facility in the spring. Upon completion, this hot oil barge will become one of the most sophisticated petroleum carriers in Harley's rapidly growing fleet of ocean-class vessels."
Bethesda MD November 22, 2005 - At the 2005 Europort Maritime exhibition in Rotterdam this month, mobile satellite service provider MVS introduced a new ship tracking solution that uses the Iridium global satellite network for short-burst data communications.
The MVS Group is offering a new Iridium-based version of its Victoria Vessel Monitoring System, which provides real-time vessel monitoring and e-mail communications for ships at sea.
Subscribers can view the location and status of specified vessels at sea using a convenient Web-enabled user interface with built-in mapping. The system provides archiving of collected ship routing data for analysis.
The MVS Iridium vessel monitoring system has successfully completed proof-of-concept testing for long-range tracking and is expected to be ready for deployment in early 2006.
"Iridium’s short-burst data service provides an extremely robust and reliable solution for globally tracking the locations and movements of vessels anywhere in the world," said Peter Liberi, vice president, international sales for the MVS Group. "In addition, the shipboard terminals will provide very cost-effective two-way e-mail service and discounted crew calling between ship and shore."

Houston November 22, 2005 - TODCO today announced the reactivation of three cold-stacked drilling rigs against term contracts from three independent oil and gas companies.
Rig 1, a 2000-hp conventional inland barge, will be reactivated for an estimated cost of $5.7 million against a one-year term contract with contract revenues of approximately $10.5 million. Approximately $2.3 million of the cost to reactivate the unit will be capitalized with the remainder being expensed over the 90-day reactivation period.
The offshore submersible drilling rig, THE 77, which has been cold stacked since 1999, will be reactivated and upgraded against a nine-month term contract with contract revenues of approximately $23 million. It is estimated that the unit will take 150 days to reactivate at a cost of approximately $16.8 million and approximately 70% of the reactivation cost will be expensed over the reactivation period.
Finally, the offshore submersible drilling rig, THE 78, will be reactivated and upgraded at a cost of approximately $11.4 million. The company received a six-month term contract with estimated contract revenues of $13 million to support the reactivation cost. Over the 120-day reactivation period, approximately $6.8 million of the cost to reactivate the unit will be expensed.
Jan Rask, President and Chief Executive Officer of TODCO, said, "We are pleased to announce the signing of these term contracts to facilitate the reactivation of three cold stacked drilling rigs. We look forward to satisfying our customers' needs for deep gas drilling units with our upgraded submersible rigs, THE 77 and THE 78. New York November 23, 2005 - Spurred on by last December's deadly Indian
Ocean tsunami, a United Nations-backed meeting of experts from 23 Mediterranean
and Northeast Atlantic countries has laid the foundations for a regional early
warning system to mitigate disasters like the one which killed 85,000 people in
Italy 100 years ago.
Although less frequent than in the Pacific and
Indian Ocean, the Mediterranean and Northeast Atlantic region has a record of
tsunamis associated with earthquakes such as the 1908 calamity in the Sicilian
port of Messina and the 1755 quake and tsunami that destroyed Lisbon, killing
thousands. There are also records of local events along the coasts from Norway
to the Marmara and the Black Seas.
The meeting organized by the UN
Educational, Scientific and Cultural Organization's (UNESCO) Intergovernmental
Oceanographic Commission (IOC), ending in Rome yesterday, was the first of the
new system's Intergovernmental Coordination Group (ICG), which will oversee its
implementation and supervise its operations.
Participants identified key
technical needs for the system and adopted an action plan for 2006-2007 focusing
on enhancing capabilities for multiple risk assessment, improving warning
efficiency based on seismological, geophysical and sea-level information, and
increasing mitigation through coastal planning and public
awareness.
Early warning is vital for reducing the impact of tsunamis,
and experts says scores of thousands of lives could have been saved had such a
system functioned for the Indian Ocean last December, when several hours passed
between the quake that spawned the tsunami and the landfall of the waves that
killed more than 200,000 people, wasting precious time in which many could have
fled to higher ground.
At present, such a system exists in full only in
the Pacific, while elements of one for the Indian Ocean are in the process of
being set up. It involves quake and tidal sensors, speedy communications, alarm
networks from radio to cell phones, and disaster preparedness training in
vulnerable regions.
The new ICG will implement trials for key components
for the Mediterranean and Northeast Atlantic with the aim of having an initial
operational system in place by December 2007, as part of a global tsunami
warning and mitigation system being coordinated by UNESCO-IOC. Beyond those in
the Pacific and Indian Oceans, planning is underway for one in the
Caribbean.
Athens November 22, 2005 - Diana Shipping Inc. announced that it has taken delivery of the CMB Philippe, a 74,500 dwt Panamax dry bulk carrier, to be renamed Erato.
The vessel is chartered to BOCIMAR International nv, Antwerp, Belgium, for a period of 11 to 13 months at the charterer's option, at the rate of $21,000 per day, gross of commissions. With the delivery of this vessel, Diana Shipping Inc. has increased its fleet to twelve vessels (eleven Panamax dry bulk carriers and one Capesize dry bulk carrier).
Ottawa November 23, 2005 - New projects to enhance security at Canadian ports and marine facilities under the second round of funding from the Marine Security Contribution Program were announced today by Transport Minister Jean-C Lapierre.
The three-year, $115-million program, which was announced in May 2004, is helping Canada’s ports and marine facilities to modernize and strengthen their security systems and programs. This contribution program is part of the National Security Policy announced on April 27, 2004, which sets out a six-point plan to strengthen marine security across Canada.
"Security is at the top of the Government of Canada’s list," said Mr. Lapierre. "Today’s funding will enable ports and marine facilities to make necessary improvements to the security of their operations which will ultimately help ensure Canada’s transportation system remains secure and efficient."
This round of funding will provide up to $29.1 million to 101 ports and marine facilities across the country. The funds go towards security enhancements such as surveillance equipment, dockside and perimeter security, command, control and communications equipment, and training.
The Marine Security Contribution Program is application-based and provides funding to recipients on a cost-sharing basis for a number of clearly identified eligible expenses. Ports and marine facilities will be able to apply for a third round of funding starting in January 2006.
Funding for these projects was provided for in the March 2004 federal budget and is therefore built into the existing financial framework.

Marine Security Contribution Program and the selected projects are attached.The Marine Security Contribution Program is a three-year, $115-million Government of Canada commitment to assist ports and marine facilities with security enhancements. The program is application-based and provides funding on a cost-shared basis — 75 per cent government / 25 per cent recipient — for a number of clearly identified eligible expenses.
Through the Canadian Marine Transportation Security Regulations, the Government of Canada requires ports and marine facilities to have approved security plans. Under the Marine Security Contribution Program, ports and marine facilities can apply for funds to be used for the purchase of new security equipment and the implementation of programs required under their security plans. These funds will not only assist participants in completing their initial work to meet the requirements of their plans, but will also help them to extend and build on these security enhancements in the future. Canada’s commitment to meet — and in fact, exceed — the International Maritime Organization’s security requirements will help ensure that Canada’s marine transportation system remains one of the most secure in the world.
