Introduction

The Public Health Agency of Canada (PHAC) is inviting applications1 from eligible national voluntary sector organizations for the National HIV/AIDS Voluntary Sector Response Fund (NHVSRF). This funding program aims to enhance and sustain an effective voluntary sector response to HIV/AIDS in Canada. This RFP is for up to two years of funding (2006-2008) with the possibility of renewal for up to an additional two years.

The voluntary sector plays a leading role in addressing HIV/AIDS in Canada. It was the community-based AIDS movement that first responded when HIV/AIDS emerged in Canada in the early 1980's. Voluntary organizations continue to play key roles in all aspects of HIV/AIDS prevention, diagnosis, care, treatment and support. The sector is well positioned to build upon this base to develop innovative approaches to HIV/AIDS and related diseases and conditions (e.g. hepatitis C, sexually transmitted infections, etc.) so that the root causes of the epidemic can be challenged.

The NHVSRF will support the sector's continued leadership by supporting eligible national organizations with significant HIV/AIDS experience to:

  • increase coordination and action to respond to HIV/AIDS and other related diseases across the voluntary sector;
  • enhance the capacity of front-line organizations to plan and deliver programs and services to address HIV/AIDS and other related diseases;
  • increase national level engagement and leadership of people living with HIV/AIDS and at-risk populations in the policies and practices that affect their lives; and
  • increase the capacity of the voluntary sector to engage in strategic communications to increase Canadians' awareness of HIV/AIDS and the seriousness of the Canadian HIV/AIDS epidemic.

The Canadian Voluntary Sector

The voluntary sector is one of three pillars of Canadian society, equal in importance to the public and private sectors. The sector consists of 180,000 non-profit organizations and employs over 1.3 million people in communities across the country. A further 6.5 million Canadians volunteer their time to a voluntary sector organization. The voluntary sector plays a vital leadership role in developing policies, programs and services that improve and enhance Canadian society. The sector influences all aspects of our society and plays a key role on issues such as social justice, human rights, health, poverty, and international development. It also provides a voice for those who are often not heard in Canadian society. The sector consists of organizations that exist to serve a public benefit, are self-governing, do not distribute any profits to members, and depend to a meaningful degree on volunteers.

1 The Request for Proposal process involves two stages. The first is the submission of a letter of intent (LOI) which will be reviewed to determine eligibility. Organizations who successfully complete the LOI stage will then be invited to complete the full application.
