Sexual Exploitation

Child sexual exploitation is a serious violation of the basic human rights of children and youth aged 18 and under. It is also a crime.

Protection from Sexual Exploitation includes protection from:

  • All forms of sexual abuse, including touching of a child for a sexual purpose and inviting a child to touch another person for a sexual purpose;
  • All forms of child pornography - be it visual, written or audio format, depicting the sexual abuse of a child – with laws protecting against all manner of making, distributing, selling, transmitting, accessing, possessing, making available, importing and exporting child pornography;
  • The offering up or procurement of a child for illicit sexual activity, including through prostitution or by a parent or guardian;
  • Incest;
  • Exposure of genitalia (indecent acts);
  • The use of the Internet to communicate with a child for the purpose of “luring” or facilitating the commission of a sexual or abduction offence against that child;
  • Travelling abroad to engage in prohibited sexual activity with a child (child sex tourism); and,
  • Trafficking of children including for the purpose of sexual exploitation.

The Internet has changed the way child sexual exploitation offences are committed, investigated and prosecuted. As part of the RCMP’s strategic priority focused on youth and the Government of Canada’s National Strategy for the protection of children from sexual exploitation on the internet, the National Child Exploitation Coordination Centre (NCECC) was created as part of the RCMP's Canadian Police Centre for Missing and Exploited Children (CPCMEC). The NCECC is also a member of the Virtual Global Taskforce (VGT). The VGT is an international partnership made up of law enforcement from around the world, working to fight Internet-facilitated child sexual exploitation. A key objective of the RCMP’s National Youth Services is to work with young people in preventing crimes involving them either as victims or offenders. The RCMP helps young people stay safe in their communities by using crime prevention through social development to reduce youth crime and victimization. The RCMP also believes that youth themselves have valuable solutions to offer and is committed to working with all youth to build safe communities.
