MANITOBA JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, February 4, 2011 – The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:

The Honourable Marc M. Monnin, Chief Justice of Her Majesty’s Court of Queen’s Bench for Manitoba, is appointed a Judge of Appeal of the Court of Appeal for Manitoba.  He will replace Mr. Justice A.D. MacInnes, who elected to become a supernumerary judge effective December 31, 2010.

Mr. Justice Monnin received a Bachelor of Laws (LL.B.) in 1977 from the University of Manitoba and was admitted to the Bar of Manitoba in 1978.

Mr. Justice Monnin was appointed Chief Justice of the Court of Queen’s Bench of Manitoba in 2003 and a judge of the Court of Queen’s Bench in 1997. Prior to these appointments, he was a partner with Aikins, MacAulay & Thorvaldson. His main areas of practice were civil litigation and administrative law.

Mr. Justice Monnin was a member of the Canadian Judicial Council and chair of several of its subcommittees, including Self-Represented Litigants, the Administration of Justice Committee, the Judicial Independence Committee and the Judicial Conduct Committee. He served on the Board of Governors of Collège de Saint-Boniface and the Institut Joseph Dubuc. He was also a member of the Board of the Dubuc. He was also a member of the Board of the Association des juristes d’expression française du Manitoba and the St. Boniface General Hospital Foundation.

The Honourable Diana M. Cameron is appointed a Judge of Her Majesty’s Court of Queen’s Bench of Manitoba, to replace Mr. Justice W.J. Burnett, who was appointed Associate Chief Justice of the Court of Queen’s Bench.

Madam Justice Cameron received a Bachelor of Arts (B.A.) in 1985 and a Bachelor of Laws (LL.B.) from the University of Manitoba in 1988. She was admitted to the Bar of Manitoba in 1989.

Madam Justice Cameron had been Crown counsel with the Constitutional Law Branch of Manitoba Justice since 2004 and senior Crown attorney, Criminal Prosecutions from 1989 to 2004. Her main areas of practice were constitutional law, Aboriginal law, taxation law and criminal law.

Madam Justice Cameron was a member of the Law Society of Manitoba, the Legislative and Law Review Committee of the Manitoba Bar Association and co-chair of the Criminal Law Section. As well, she was co-editor and contributor to the Canadian Bar Association (Criminal Law Section) electronic newsletter “Voir Dire” and co-chair for the Constitutional Law and Human Rights Section. She is actively involved in the Manitoba Métis Foundation and Aboriginal Council of Winnipeg.

The Honourable Shane I. Perlmutter is appointed a Judge of Her Majesty’s Court of Queen’s Bench of Manitoba, to replace Mr. Justice M. Kaufman, who elected to become a supernumerary judge effective November 15, 2010.

Mr. Justice Perlmutter received a Bachelor of Arts (B.A.) in 1992 from Saint-Boniface College and a Bachelor of Laws (LL.B.) in 1995 from the University of Manitoba. He was admitted to the Bar of Manitoba in 1996.

Mr. Justice Perlmutter has been an associate with Thompson Dorman Sweatman LLP since 1996 and a partner since 2000. He was previously an associate with Fillmore Riley LLP from 1995 to 1996. His main areas of practice were civil litigation and administrative law.

Mr. Justice Perlmutter was Vice-Chair and then Chair of the Civil Litigation Subsection and the Administrative Law Subsection of the Manitoba Bar Association, and a member of the Continuing Legal Education Civil Litigation Subcommittee. He was an instructor at the Faculty of Law of the University of Manitoba and a guest speaker and presenter at numerous seminars. He was a member of the Court of Queen’s Bench committee to consider amendments to the current rules. He is also an active member of numerous community organizations.

These appointments are effective immediately.
