LNG Regulatory Requirements

This document is intended to be a compendium of all the major regulatory approvals currently needed by the respective levels of government for the design, siting and construction of an LNG receiving terminal. It represents a current list of the approvals required or which may be sought by a proponent and is subject to change should any particular jurisdiction make changes to its respective requirements.

The document:

  • is intended for use by proponents developing Canadian LNG import facility proposals; federal, provincial and municipal governments examining those proposals; as well as the general public in understanding the necessary regulatory approvals for such facilities
  • is intended to address each component of an LNG facility
  • addresses the type of assessment required, the regulatory instruments to be issued or which are sought by a proponent and the corresponding legislative requirement
  • identifies the regulatory accountabilities, approvals and permits that are required or sought at different government levels for approval of an LNG project
  • covers requirements of federal and provincial departments and agencies as well as municipal requirement
  • covers the provinces of British Columbia, Quebec, New Brunswick and Nova Scotia, each of which have one or more proposed LNG projects.
