Before Chilliwack's Old City Hall was converted into a museum, the Heritage Conservation Branch of the Ministry of the Provincial Secretary commissioned a feasibility study on the original use of the building as a museum. (Willis Cunliffe Tait. Chilliwack Old City Hall Conversion to a Museum. p. 3) Willis Cunliffe Tait, consulting engineers and planners, took on this project in May 1981. The purpose of the report was not to focus on architectural additions or restoration, but to upgrade the existing structural, electrical, and mechanical systems. (Willis Cunliffe Tait. Chilliwack Old City Hall Conversion to a Museum. p. 3) This project was necessary to see if the building would be adequate to be re-classified as a museum in accordance with the National Building Code of Canada. Under the National Building Code, buildings are classified into Groups and Divisions according to their occupancy. (Willis Cunliffe Tait. Chilliwack Old City Hall Conversion to a Museum. p. 4) Specific requirements, such as fire resistance rates and existing facilities, related to the type of building must be met. A museum is classified under Group A, Assembly Occupancies, under Division 2. In order for the Old City Hall to conform to this classification, Willis Cunliffe Tait concluded that three major changes should occur. These include:
2. Provision of an acceptable second exit from the upper floor. 3. Additional washroom facilities. Since the writing of the feasibility report in 1981, all the above changes have been implemented, in addition to the repainting of the building and more landscape features. |
