Leo J. Omani Leo J. Omani, born January 10, 1955, is a member of the Wahpeton Dakota Nation. Leo Omani is tri-lingual in the spoken Dakota, Cree, and English languages. Leo has earned his Masters of Education Degree and his Bachelors of Education Degree (with Distinction) both from the University of Saskatchewan.

WalkingCloud Consulting & Associates is currently (April 2000 - present) the Project Management Coordination of the P.A. First Nations Cultural Tourism Partnership Project, which involves the City of Prince Albert and four (4) First Nations: Wahpeton Dakota Nation, Sturgeon Lake First Nation, Muskoday First Nation, and James Smith Cree Nation.

  1. Project Management Coordination for the SIIT / PAGC - Saskatchewan First Nations Homelessness Research Project.

  2. Saskatchewan Finance - Fuel and Tobacco Tax Refund Program, Summary of Recommendations in reference to the Chronological and Sequential Analysis of Documentation provided to the Chief & Council of Wahpeton Dakota Nation.

  3. Wahpeton / Montreal Lake Joint Venture Business Project - proposed construction of a building adjacent to the Northern Lights Casino; for Office Space, a Training Center, and Storage Depot.

  4. Fund Rising Lobbyist to secure the money for the Wahpeton / FSIN / Centre for Indigenous Theatre - Summer School.

  5. Fund Rising Lobbyist to secure the money for the Wahpeton Dakota Nation Elders Committee to attend two (2) gatherings in the USA; the World Peace & Prayer Gathering held at Hill City, South Dakota, and the Reclaiming our Youth Gathering held in Rapid City, South Dakota.

  6. Presenter: First Nation Cultural Facilitator, Race & Social Relations Conference, Prince Albert, Saskatchewan.

Prior to WalkingCloud Consulting & Associates Mr. Leo J. Omani was involved with the Black Elk Consulting from June 1999 to March 2000. Black Elk Consulting is a Business Partnership specializing in Ethno-historical research, Human Resource Planning, and First Nation Awareness Training.

Previously Mr. Leo J. Omani has held the following positions:

1996 - 1999 Chief of Wahpeton Dakota Nation (Three year Term) Portfolio duties included external affairs, administration, education and socio-economic development. Successful in the establishment of the following Projects:

  1. A new sub-division on Wahpeton I.R. #94 - A, which included a new water and sewer treatment plant, a new fire hall and truck, a new health clinic, and twenty (20) new CMHC homes.

  2. The Wahpeton Investment Fund to be used as equity into new Band owned Business Ventures.

  3. The Wahpeton Small Business Revolving Loan Account, which helped set-up sixteen new individual micro-businesses for the membership.

  4. Successful in working out the first Reciprocal Tuition M.O.U. Agreement between a First Nation and a major urban / rural School Board referred to as the Wahpeton / Sask. Rivers School Division Tuition M.O.U. Agreement.

  5. Successful in having the Prince Albert Grand Council (PAGC) Spiritual Healing Lodge constructed on Wahpeton I.R. #94 - B.

In addition, represented Wahpeton Dakota Nation on the following Boards and Commissions:

  • The Saskatchewan Indian Education Commission;

  • The Saskatchewan Indian Federated College;

  • The Saskatchewan Indian Cultural Centre;

  • The Saskatchewan Indian Gaming & Licensing Board;

  • The FSIN Chiefs Sub-Committee on Housing;

  • The Casino Regina;

  • The PAGC Economic Development Boards;

  • The PAGC Education Board;

  • The PAGC Health & Social Development Board;

  • The Prince Albert Development Corporation;

  • The City of Prince Albert Economic Development Board.

Leo J. Omani's hobbies include hunting, fishing, and camping. Leo also enjoys reading literature on First Nation history and politics in his spare time.
