Victoria's Inner Harbour was an ideal setting for the development of businesses involved in shipping and passenger travel. The harbour waters allowed large steamships and sailing vessels to come and go without danger and to be sheltered in rough weather. By 1886 the population of Victoria was nearing 14,000, and more people and products were pouring into the city by train and by ship. By 1891 dozens of vessels could be seen at all times of the year loading and unloading freight, and the city of Victoria was becoming a popular tourist destination.
