The Immigration Branch of the Department of the Interior commissioned William Topley of Ottawa to photograph immigrants, such as this unidentified Geman family, at Quebec City upon their arrival in Canada. Widely distributed, Topley's photographs were used not only to promote further emigration from Great Britain, Europe and the United States, but also to convey a positive image of immigrants within Canada itself.
