This report updates income figures that were first published in a 1987 Council report, Welfare in Canada: The Tangled Safety Net. Welfare rates in most provinces were grossly inadequate in 1989. The information in Welfare Incomes 1989 includes: basic and special welfare benefits federal child benefits the federal refundable sales tax credit provincial benefits.
