MINISTER DION WRITES TO QUEBEC PREMIER LUCIEN BOUCHARD
REGARDING FEDERAL TRANSFERS TO THE PROVINCES

OTTAWA, ONTARIO, February 23, 1999 – The Honourable Stéphane Dion, President of the Privy Council and Minister of Intergovernmental Affairs, today sent a letter to Quebec Premier Lucien Bouchard regarding federal transfers to the provinces outlined in the last budget. Mr. Dion’s letter is attached. It adds to the clarifications made this morning on this matter by the Honourable Marcel Massé, President of the Treasury Board.
