Prime Minister appoints Deputy Secretary to the Cabinet (Expenditure Review)

NEWS RELEASE

Prime Minister Paul Martin today announced the appointment of Munir Sheikh as Deputy Secretary to the Cabinet (Expenditure Review), Privy Council Office.

In this capacity, Mr. Sheikh will be leading the new Expenditure Review Secretariat at the Privy Council Office, which will support the Chair of the Expenditure Review Sub-Committee of the Treasury Board.

The Expenditure Review Sub-Committee will continue the work initiated last December, by undertaking a rigorous review of all government programs and expenditures, with the objective of ensuring good value for taxpayer’s money, and that programs remain aligned with the evolving priorities of Canadians.

The creation of the Sub-Committee was one of a number of initiatives undertaken by the Prime Minister in December 2003 to strengthen oversight and sound management of public resources. Other initiatives included the re-mandating of Treasury Board to focus on providing more rigorous oversight of government expenditures and on realignment of spending from lower priorities to higher priorities. The creation of the post of Comptroller General will also provide overall leadership in ensuring that departments comply with Treasury Board policies for strong expenditure control and rigorous stewardship of public funds.

This appointment is effective immediately.


BIOGRAPHICAL NOTES

Mr. Sheikh, who was educated and trained as an economist, has a solid background in economic and policy analysis. Prior to assuming his current position as Associate Deputy Minister of Finance, Mr. Sheikh served as Associate Deputy Minister of Health. His past experience includes some twenty five years with the Department of Finance, where he held various positions, including that of General Director, Tax Policy (Analysis), Assistant Deputy Minister, and Senior Assistant Deputy Minister, Tax Policy. He has lectured and published widely in academic journals on economic, social and tax policy matters. Mr. Sheikh has a Masters in Economics from McMaster University and a Doctorate in Economics from the University of Western Ontario.
