Prime Minister announces mover and seconder of Reply to the Speech from the Throne

NEWS RELEASE

Prime Minister Paul Martin announced today that MPs Mario Silva (Davenport) and Françoise Boivin (Gatineau) will move and second, respectively, the Address in Reply to the Speech from the Throne.

The Speech from the Throne will be delivered by Her Excellency the Right Honourable Adrienne Clarkson in the Senate at approximately 3:00 PM, October 5, 2004. The moving and seconding speeches will immediately follow in the House of Commons.

Biographies of Ms. Boivin and Mr. Silva are attached.


BIOGRAPHICAL NOTES


Mario Silva

Mario Silva has worked with many local community organizations including those providing English as a second language services, newcomer services and assistance with non-profit housing initiatives.

The Davenport community has been Mr. Silva’s home for nearly thirty years. He attended both grade school and secondary school in this community before studying at the University of Toronto.

In 1994, he was elected to the first of three terms at Toronto City Council where he was appointed Acting Mayor and served as Chair of the Economic Development Committee that created the first economic strategy plan for Toronto outlining the direction for the city in the years ahead.

As Vice-Chair of the Toronto Transit Commission, Mario challenged all attempts to raise fares. As Chair of Exhibition Place, Mario oversaw the installation of Toronto’s first energy producing wind turbine and also led efforts to redevelop the Exhibition Place site.

Mr. Silva’s commitment to environmental issues was recognized when he was selected as President of the International Council for Local Environment Initiatives.

He has served on the Toronto Arts Council as well as the boards of Canadian Feed the Children and Mount Sinai Hospital.

While at Toronto City Hall, Mr. Silva supported a vision of public service and urban renewal that focused on better serving the needs of residents. As Member of Parliament for Davenport, Mario will carry his message of democratic renewal and public service to Ottawa.


Francoise Boivin

Françoise Bovin has a degree in social sciences from the University of Ottawa and a degree in civil law from l'universite de Quebec.

Ms. Boivin has been a member of the Quebec Bar since 1984. She began her legal career with Beaudry, Bertrand and subsequently joined the law firm Letellier & Associés. During this time, she also taught, and was in charge of the negotiation sector, at the Quebec Bar training school.

In September 1998, Ms. Boivin accepted a position as host of a public affairs program with CJRC-1150. She was subsequently asked to host a number of other programs and to prepare reports for CJRC-1150 and for Canal Vox.

In 2000, she returned to the legal practice and set up her own firm where she works mainly in the area of labour law.

Very involved in her community, Ms. Boivin has participated in many fundraising activities to help agencies such as the Canadian Cancer Society, the Outaouais Alzheimer’s Society, and the Foundation for Heart Disease (Outaouais). She has also worked closely with various support and network agencies helping women.

Ms. Boivin developed a profound interest in politics when she was very young. She has been actively involved in the political life of her region for a long time, through elections, fundraising, and other activities.
