Proposed appointment of Chairperson of the new Public Service Staffing Tribunal

Prime Minister Paul Martin today announced that the Government was recommending the appointment of Mr Guy Gigučre to the position of Chairperson of the new Public Service Staffing Tribunal (PSST).
This proposed appointment will be referred to the Standing Committee of the House of Commons on Government Operations and Estimates for review. The Government looks forward to receiving the results of the Committee’s review as soon as possible.
Mr Gigučre has extensive experience with the federal public service. He has worked in various federal departments since first joining Employment and Immigration Canada in 1983. He is a seasoned adjudicator and mediator and since 2001, he has been Deputy Chairperson of the Public Service Staff Relations Board. He was selected following an extensive search for candidates, which included a public call for candidacies.
“The creation of the Public Service Staffing Tribunal is a key element of our efforts to modernize human resources management in the Public Service”, said the Prime Minister. “Mr Gigučre’s proposed appointment is a first step in ensuring a successful launch of the Tribunal.”
The Public Service Staffing Tribunal is a new administrative tribunal established by the Public Service Employment Act. Its mandate is to consider and address complaints regarding internal appointments in the public service of Canada. The Chairperson is the Chief Executive Officer of the PSST and has supervision over and direction of the work of the Tribunal.
