Prime Minister announces appointments to the Security Intelligence Review Committee

NEWS RELEASE

Prime Minister Paul Martin announced today the appointment of Gary Filmon as Chairperson and Aldéa Landry as a member of the Security Intelligence Review Committee (SIRC).

"I am pleased to announce the appointment of these two distinguished Canadians to the Security Intelligence Review Committee," said Prime Minister Martin. "Their leadership will help strengthen oversight of Canada's national security."

Gary Filmon, from Winnipeg, Manitoba, formerly Premier of Manitoba from 1988 to 1999, was first elected as the Member of the Manitoba Legislative Assembly for the riding of River Heights in 1979. Mr. Filmon is currently with The Exchange Group, Manitoba’s largest business consulting firm. He was first appointed as a member of SIRC on October 4, 2001. In accordance with the requirements of the Canadian Security Intelligence Service Act, Mr. Filmon was sworn into the Queen’s Privy Council of Canada.

Aldéa Landry, from Moncton, New Brunswick, is a lawyer and a business woman who has been a civil servant, a legal practitioner in the private sector, a minister and Deputy Premier of New Brunswick. She is currently the President of Landal Inc., a consulting firm based in Moncton New Brunswick. From 1987 to 1991, Ms. Landry served as a member of the New Brunswick Legislative Assembly. She then served as Deputy Premier and as minister in a number of portfolios in the Cabinet of then Premier Frank McKenna. In accordance with the requirements of the Canadian Security Intelligence Service Act, Ms. Landry was sworn into the Queen’s Privy Council of Canada.


Established in 1984, SIRC provides an external review of the Canadian Security Intelligence Service’s performance of its duties and functions. It also examines complaints by individuals or reports by ministers relating to security clearances and the national security of Canada. The Committee is required to report annually to Parliament through the Minister of Public Safety and Emergency Preparedness.

The Prime Minister took the opportunity to thank the Honourable Paule Gauthier for her dedication and service as Chairperson of the Committee over the past five years.

These appointments are effective immediately.

Gary Albert Filmon

Gary Filmon, former premier of Manitoba, is currently with the Exchange Group, Manitoba’s largest business consulting firm.

Born in Winnipeg, Manitoba, Mr. Filmon studied at the University of Manitoba where he obtained a B. Sc. (Civil Engineering) and M. Sc.

In 1979, Mr. Filmon was elected as Member of the Manitoba Legislative Assembly for the riding of River heights. He was re-elected in the Tuxedo constituency in 1981, 1986, 1988, 1990, 1995 and 1999. He has held a number of ministerial portfolios including Consumer and Corporate Affairs and Environment. From 1988 to 1999, he was Premier of Manitoba, President of the Executive Council and Minister of Federal-Provincial Relations.

Prior to his political career, Mr. Filmon’s previous experience includes President of the University of Manitoba Alumni Association; Design Engineer and Area Manager at Underwood McLellan and Associates, and President of the Canadian Association of Career Colleges.

He is recipient of the Award of Merit from B’nai Birth Canada and has received a Meritorious Award for Community Services.

Mr. Filmon was appointed as an Officer of the Order of Manitoba in July 2001.

Aldéa Landry

Ms. Landry is a lawyer and businesswoman who has been a civil servant with the New Brunswick Department of Justice. She is president of the consulting firm Landal Inc., and J. F. L. Arbitration Services Inc.

Ms. Landry was a member of the New Brunswick Legislative Assembly from 1987 to 1991, and she was the first Acadian woman to be appointed to Cabinet. She served as Deputy Premier, and as minister in a number of portfolios in the Cabinet of then Premier Frank McKenna.

Her record of life-long professional and community service includes being the first woman to chair the Atlantic Provinces Economic Council, from 1991-93 she was co-chair of the Downey-Landry Commission on Excellence in Education, and she is a member of the Board of Directors of the Shaw Group of Halifax, Fraser Papers Inc., and a member of the Advisory Board of Oxford Frozen Food Ltd. She is also a past member of the Board of Directors of the Bank of Canada

Born in Ste-Cécile, New Brunswick, Mrs. Landry received a Bachelor of Arts at the Université de Moncton and she obtained a LL.B. at the University of New Brunswick. She was appointed to the New Brunswick Bar in 1971, and was appointed Queen’s Council in 1987.

She was awarded a Doctorate degree honoris causa in law from the University of New Brunswick in 2002 and in Humane Letters from Mount Saint-Vincent University in 2004. In 2005, she was awarded a second Doctorate degree honoris causa in law from l’Université de Moncton. In January 2003, she was chosen by Progress Magazine as one of 20 Atlantic Canadians who represent the spirit of progress in Atlantic Canada.
