Prime Minister announces appointment of Comptroller General

NEWS RELEASE

Prime Minister Paul Martin today announced the appointment of Mr. Charles-Antoine St-Jean, of Gatineau, Quebec, as the new Comptroller General for Canada, effective June 1, 2004. Mr. St-Jean is currently Vice-President with CapGemini.

Upon being sworn-in on December 12, 2003, the government announced the creation of the independent office of the Comptroller General as part of its agenda of strengthening oversight and management in the Public Service.

The Comptroller General will provide overall leadership in ensuring that departments comply with Treasury Board policies for strong expenditure control and rigorous stewardship of public funds.

To help achieve this goal, the Comptroller General will be established as a distinct office in the Treasury Board Secretariat. The Comptroller General will review and sign off on policy proposals to ensure that expenditure plans are sound.


CHARLES-ANTOINE ST-JEAN

Charles-Antoine St-Jean, from Gatineau, Quebec, has a wealth of experience in accounting and financial management in both the private and public sectors.

Mr. St-Jean joined Ernst & Young (E&Y) (then Clarkson Gordon) in 1976 and practised public accountancy in both Canada and Europe. In 1983, he transferred to the consulting firm of Ernst & Young and became a partner in both the accounting and consulting practices.

Between 1984 to 1998, Mr. St-Jean provided leadership to several public sector portfolio clients including, the Canada Post Corporation, the Canadian Broadcasting Corporation and the Canada Customs and Revenue Agency.

In 2000, he joined Cap Gemini Ernst & Young (CGE&Y) as a Vice-President after the worldwide merger of Ernst & Young Consulting and Cap Gemini. Mr. St-Jean is the Canadian Public Sector Leader for Cap Gemini Ernst & Young, and member of its Global Public Sector network.

He obtained a B.Adm. and a B.Com (Spec. Accounting) from the University of Ottawa. He is also a member of the Ontario Institute of Chartered Accountants and L’Ordre des Comptables Agréés du Québec.
