APPOINTMENT TO THE PUBLIC SERVICE STAFF RELATIONS
BOARD
OTTAWA, ONTARIO, May 17, 2000 – The Honourable Stéphane Dion,
President of the Privy Council and Minister of Intergovernmental Affairs,
today announced the following appointment:
Léo-Paul Guindon, of St-Laurent, Quebec, is
appointed as a full-time member of the Public Service Staff Relations Board,
effective June 1st, 2000.
Born in Montreal, Quebec, Léo-Paul Guindon is a graduate of l'Université
du Québec à Montréal where he obtained a Bachelor of Law. He was called
to the Quebec Bar in 1983. Mr. Guindon is a recognized family mediator and a
lawyer in private practice with extensive experience in administrative, labour,
civil, as well as real estate law.
Mr. Guindon also has an extensive experience with administrative tribunals
and their operation. He has served, on a part-time basis, as Chair of the
Employment Insurance Board of Referees for the Quebec Regional Division
(District of Montreal Centre-ville) since 1994. He also previously worked as a
labour relations consultant with l'Alliance des professeurs de Montréal.
The Public Service Staff Relations Board is an independent, quasi-judicial
tribunal responsible for the administration of the systems of collective
bargaining and grievance adjudication established under the Public Service
Staff Relations Act and the Parliamentary Employment and Staff
Relations Act, as well as certain provisions of Part II of the Canada
Labour Code concerning occupational safety and health applicable to
employees in the Public Service. The Board also administers the Yukon Public
Service Staff Relations Act and Part 10 of the Yukon Education Act.
